Lockheed Martins Terminal High Altitude Area Defense (THAAD) Global Supply Chain team is looking for a passionate, detail-oriented problem-solver to add to its Program Execution team. As a Subcontract Administrator (SCA), it will be your responsibility to facilitate the procurement cycle from beginning to end. THAAD is a fast-paced program with ample opportunities for growth and new experiences. The selected candidate will serve as the primary liaison between Lockheed Martin and our suppliers, communicating customer concerns, expediting delivery schedules, and tracking engineering revisions and material needs. As an SCA, you will have authority to purchase material on LMs behalf, with occasional expectation to place orders within short lead time. During procurement, you will be the primary LM representativeissuing solicitations, negotiating contract requirements, and managing supplier performance. You will regularly report supply chain metrics, risks, and strategic opportunities to senior-level internal customers. -Associate to support the Terminal High Altitude Area Defense (THAAD) Program within the Supply Chain Management organization. The position will support the proposals, procurement and management of the direct material requirements in support of the THAAD program. Job responsibilities include the development and maintenance of metrics, the pursuit of proposal activities from suppliers, and assistance in the negotiation of proposal activity.
-Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The Shelf, performance specification and complex build-to-print subcontracts for commercial, DOD and international programs. Leads multi-functional subcontract management teams. Holds procurement delegation and signs supplier agreements and purchase orders within established authority. Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity.
-Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. -Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.
-Effectively communicate with SEMAC, Program Office, Functional Global Supply Chain and various internal & external customers.
-Develop and execute risk mitigation plans for Global Supply Chain.
-Travel will be required.

Basic Qualifications:
-Ability to obtain a US Security clearance.
-Knowledge and experience of the proposal process, Risk Mitigation, Project Management as it relates to Supply Chain.
-Experience with Program and Supply Chain Risk and Opportunity Management.
-Working knowledge of SAP and/or Procure to Pay (P2P).
-Previous experience implementing change to improve processes.
-Ability to lead others.
-Ability to make strategic decisions while delivering results
-Previous experience preparing and delivering presentations.
-Ability to travel.
Desired Skills:
-Working knowledge of Procurement processes including Lockheed Martin Material Acquisition Procedures and FAR.
