Job Description:
Program Manager for a Defense Advanced Research Projects agency (DARPA) program that will develop a scalable, multi-domain modeling and simulation capability across multiple segments with in L3Harris. Overall responsibilities include a close working relationship with the DARPA customer's and leading geographically separated teams to implement agile development framework for program to include leading the Program Management Organization (PMO) that oversees this DARPA program for L3Harris
Essential Functions:
* Directs all phases of the program from inception through completion
* Drives program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow.
* Responsible for the cost, schedule and technical performance of the program and ensure compliance with customer requirements
* Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
* Implements an agile development approach and has Jira metrics that track program status
* Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
* Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and determines solutions
* Directs the work of employees assigned to the program from technical and administrative areas.
* Working with multiple large and small business teammates, ensuring the coordination and execution to maximize teammate productivity
* Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract.
* Participates in the negotiation of contract and contract changes
Qualifications:
* Bachelor's Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience.
* Active Top-Secret/SCI Security Clearance
* 2+ years' experience with Earned Value Management (EVM)
* 2+ years' experience with Space Domain Awareness
* 2+ years' experience with Change Management and Risk Management

* Demonstrated skills in program management principles with the ability to excel in a cost and schedule constrained environment; Project Management Professional (PMP) certification desired

* Proven track record of successfully implementing an Agile development environment, tracking program execution with metrics and completing programs ahead/on schedule
* Ability to work with other Program Managers, Business Development Managers, Engineering Managers and Functional Managers in achieving business goals
* Experience with agile schedule development, analysis and reporting to ensure program is executing to cost and schedule baselines
* Background/knowledge of military operations to include experience with campaigns, missions and analysis
* Demonstrated problem-solving skills, including Risk and Change Management experience
* Understanding of DoD and DARPA, programming, budgeting, and execution process, to include funding appropriations (i.e. "color of money")
* Engineering background preferred, to include Bachelor of Science degree in a SW/Computer Science engineering field
* Knowledge of cybersecurity and Risk Management Framework requirements for operational systems and system integration lab (SIL) environments
In compliance with Colorado's Equal Pay for Equal Work Act, the salary range for this role in Colorado is $110,000 MIN - $204,000 MAX. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
