Citis Global Consumer Bank, Consumer Business Operational Risk and Control (CBORC) organization drives consistency for addressing Operational Risk and Control issues within the Global Consumer Businesses (GCB). CBORC fosters a culture of control, customer centricity and accountability by leading efforts to identify, anticipate and mitigate regulatory, reputational and operational risks.

The LIBOR, Volcker and Market Conduct Controls Lead will report into the Head of CBORC for Global Retail Banking and Wealth Management products and will be a key leader engaging in all aspects of operational risk management for the LIBOR transition, Volcker rules and Market Conduct within Global CBORC. This includes and is not limited to planning, management, assessment, and reporting matters, and maintaining oversight and global coordination of critical regulatory issues opened, in addition to any related regulatory or IA requirements or remediation that may take place in the future. This role will work across all three lines of defense including Internal Audit, Compliance Assurance and Operational Risk Management.

Responsibilities include:

Ensure GCB maintains an effective Volcker Rule Compliance Program across all trading desks and business units by leading a monthly Volcker Business Unit Forum, coordinating the annual mandate review and CEO attestation processed for GCB, and working with the Volcker Rule Office, Legal, and ICRM to identify, track, and resolve any Volcker related issues and matters impacting GCB.

Lead efforts to meet regulatory requirements around designated market activity (FX), including enhancing the market conduct risk control framework, implementing deeper and narrower risk assessment processes for trading activity, establishing appropriate control and oversight for trading venues unique to GCB, building independent testing capabilities within the 1LOD, and providing IA and regulatory validation support for all corrective action plans work.

Provide operational and risk management support to all business lines impacted by LIBOR transition, including proposing enhancements to controls that address LIBOR risk, working with Treasury and the COO to update guidance on various approaches to selecting alternative replacement rates for LIBOR consistent with regulatory guidance, industry trends, and other market developments.

Assess and validate controls through processes and tools including MCA, Key Risk Indicators (KRIs), and Key Performance Indicators (KPIs), driving consistent and best-in-class quality assurance programs.

Requirements:

5+ years relevant experience in a risk and control function. Global and regulatory remediation expertise are recommended.

Should have excellent proficiency in Microsoft Office particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural documentation)

Professional ability and presence to interact with Senior Bank Management

Project management knowledge and experience working with diverse group of stakeholders to achieve milestones and deadlines

Excellent relationship building and communication skills in order to negotiate internally, often at a senior level, with both Business Owners and Control Managers

Strong communication skills and attention to detail to guide, advise, and influence colleagues across the globe

Education: Bachelors/University degree, Masters degree preferred
