Join Citis Basel Interpretation Office (BIO) within the Capital Planning group in Global Finance. The Capital Interpretation role is a first line of defense providing interpretive guidance on U.S. Basel III and upcoming Basel IV regulations. BIO partners with the second line of defense in Risk, business, implementation teams and other stakeholders to provide interpretive guidance on the U.S. Basel capital rules. This role provides extensive exposure to senior management and colleagues across risk, finance, technology and line of business functions. Excellent interpersonal skills and ability to build consensus are required for success in this role. Individual should be able to work well independently and as part of the larger team.
This role will be responsible for providing deep dive Basel interpretive reviews on questions that do not have clear-cut rule-guidance. Individual would leverage knowledge of Basel III, SA-CCR and international regulations to perform rules based analysis and to propose recommendations. Individual would also be responsible for documenting capital treatment and assisting with creation of robust methodology documentation for go-live compliance with the Standardized Approach for Counterparty Credit Risk (SA-CCR) and other future Basel regulations. This individual will help ensure that methodology and interpretive conclusions are well supported, communicated across organization, rationalized and documented in a clear and concise manner that meet or exceed standards set by Citis external and internal stakeholders.
Responsibilities:
* The interpretation of the U.S. SA-CCR and Basel III final rules covering derivatives and other exposure types
* Developing a robust, comprehensive documentation of the methodologies, assumptions, and standards
* Advising implementation team on the regulatory capital treatment during the implementation phase of SA-CCR
* Creating ad hoc Senior Management-ready materials including interpretive memorandums, presentations for Interpretive working groups, Committees, and Regulators.
* Developing a strong working relationship within Finance, Front Office, Treasury, Technology, Independent Risk and other counterparts across the organization
Qualifications:
* 5+ years of experience in Basel advisory, Basel Policy, regulatory reporting, provision of regulatory consultancy, financial and regulatory audit or financial services
* Detailed knowledge of the U.S. regulatory capital framework with the focus on Basel III capital adequacy or SA-CCR. Knowledge of European, Capital Requirement Regulation (CRR2) rules or BIS regulations for a range of exposure types (e.g., counterparty credit, standardized credit risk, market risk, etc.) would be a plus;
- Understanding of Derivatives products, various structured products, credit index products, correlation products, TBAs, Securities Finance Transactions, mortgage backed securities and trading strategies
- Familiarity with a) Interest Rate; b) Equity; c) Credit d) FX and e) Commodity derivatives.
* Ability to analytically apply this knowledge in practice to complex transactions
* Good understand of the connectivity between the U.S. Basel rules, economic risk considerations, and U.S. GAAP/U.S. Regulatory Reporting treatment
* Exceptional written and oral communication skills with proven ability to translate complex concepts into user-friendly language for consumption by multiple audiences (e.g., senior management, internal constituents, and regulators)
* Ability to manage multiple priorities, work collaboratively within the team and across the organization, and exhibit interpersonal/influencing skills
* Self-motivated with the ability to make decisions in the absence of detailed instructions.
* Strong attention to detail, willingness to roll up sleeves and produce a polished, high quality, accurate product; tireless work ethic with ability to work well under pressure
* Strong Microsoft Excel skills
Education:
* Bachelors in Finance, Accounting or other related field preferably coupled with Accounting (CPA), financial analyst (CFA) or risk management qualification (FRM)
