The Regulatory Capital Planning team is responsible for driving the strategic response and planning efforts for pending regulatory capital and stress testing regulations, to ensure that the impact of potential changes and regulatory developments are properly considered in the firms planning activities. The Regulatory Capital Planning team represents Citis interests on regulatory capital and stress testing matters with industry trade associations, peers, and regulators. In doing so, the Analyst will consult with key stakeholders across the firm to understand new or forthcoming rules, conduct quantitative analysis, identify areas of internal focus, brainstorm potential solutions or alternatives for consideration, and ultimately contribute to industry responses with peers and trade associations.
The Analyst will support enterprise-level readiness planning efforts for Basel III revisions and other future regulations, partnering with firm-wide stakeholders to ensure the planning and infrastructure readiness. The Analyst will manage the process for creating the documentation evidencing methodological choices and the supporting rationale, and will collaborate with Independent Risk and other key stakeholders across the organization to ensure transparency into assumptions and appropriate governance, risk and controls in the methodology decisions.
Additionally, the Analyst will work closely with firm-wide stakeholders to ensure that regulatory capital developments are appropriately disclosed and considered in management talking points for various purposes (e.g., earnings, conferences, industry forums, etc.). Lastly, the Analyst will work closely throughout Treasury to ensure that regulatory capital developments are appropriately considered as part of Citis capital policy and procedure and other internal documentation.
This role provides extensive exposure to colleagues across finance, legal, regulatory affairs, and line of business functions. Excellent interpersonal skills are required given the high level of interaction with external stakeholders and senior managers, as well as the ability to work under pressure to meet tight deadlines.
The Vice President will be responsible for:
* Consulting with key stakeholders across the firm to understand new or forthcoming rules, identifying areas of internal focus, brainstorming potential solutions or alternatives for consideration, and contributing to industry responses with peers and trade associations
* Tracking current developments related to regulatory capital, including new rules and proposals, speeches, Congressional hearings, etc., and ensuring that all implications are documented and escalated to senior management and various governance bodies
* Conducting and coordinating quantitative impact studies related to forthcoming regulatory capital rule changes
* Conducting peer analysis of capital ratios and disclosures
* Developing methodologies of upcoming and existing regulatory capital rules and assessing application of the methodologies to products
* Developing a robust, comprehensive documentation of the methodologies, assumptions, and implementation approaches, and other activities to support the implementation program for Basel III revisions
CANDIDATE QUALIFICATIONS
* Comprehensive understanding and in-depth knowledge of regulatory capital rules (e.g. Basel III) for a range of exposure types (counterparty credit, wholesale, retail, market risk, etc.), as well as CCAR and stress testing
* Ability to conduct complex analytical review of changes in capital rules in forecasted capital ratios, CCAR, etc.
* Experience in Finance and Accounting; program management experience is a plus
* Experience in preparing concise and effective communication material/memoranda, including the ability to explain results of complex analysis to varying audiences
* Exceptional writing and documentation skills and oral communication, with ability to synthesize complex concepts and conflicting points of view, and translate into language for multiple audiences, including senior management and multiple constituents
* Ability to manage multiple priorities and tasks, work well as part of a team, and exhibit strong people and influencing skills
* Strong attention to detail, willingness to roll up sleeves and produce a polished, high quality, accurate product; strong work ethic with ability to work well under pressure
* Solid Microsoft PowerPoint and Excel skills and the ability to quickly adapt where required
* 5 years experience in related field
