Job Description

RI&S has an exciting opportunity for a Sr Principal Subcontract Specialist who will telecommute/work remotely and report to the Shelters and Structures Section Lead. In this role you will be responsible for the overall subcontract management activities associated with suppliers in support of the Structures Team. You will also have the opportunity to work in a dynamic growth oriented environment that supports a broad portfolio of programs across multiple Mission Areas.

Responsibilities include but are not limited to:

* Creates, executes and manages various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using source selection techniques. Manages International subcontracts as required.
* Participates in development of supplier Statements of Work (SOW), and conducts bidders conferences as required.
* Performs cost and price analysis, develops negotiation strategies, and leads negotiations. Leads the development and negotiation of collaborative agreements with suppliers.
* Responsible for early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture.
* Executes to customer requirements including government regulations, public law and Raytheon policies and procedures.
* Leverages industry capabilities to align with technology roadmaps. Contributes to the creation of business technology and capture strategies.
* Participates in gate reviews and capture / proposal efforts.
* Leads the Supplier IPT and facilitates relationships between program office/functional organizations and suppliers.
* Utilizes project management skills and techniques (including EVMS) when managing suppliers. Develops program supplier risk and opportunity management plans.
* Initiates and participates in supplier assessments and development activities.
* Participates / leads supplier assessments and supplier development activity teams.
* Responsible for strategic supplier relationship management at Business and/or Enterprise level as necessary.
* Manage Supplier Relationship, Development, and Performance
* Drive the success of meeting business factory MRP and financial requirements
* Drive the success for metrics; Late to Place, Late to Dock, Delinquent Material, etc.
* Develop plans to promote cost reduction initiatives and performance improvements (technical as well as quality) to drive flawless supplier execution for RI&S and RMD programs and projects
* Perform subcontract management of high dollar purchase orders utilizing integrated supply chain models in compliance with all regulatory and corporate requirements.
* Travel to Raytheon Technologies and supplier facilities as deemed necessary and appropriate to conduct business

Required Skills:
Bachelors Degree
At least 8 years relevant experience with a bachelors or 6 years relevant experience with a masters

Desired Skills:
Masters Degree in Supply Chain, Business Finance
Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)
Familiarity with the International Traffic in Arms Regulations (ITAR)
