This position is a key member of the Supply Chain Organization and will act as the Deputy Supply Chain Manager for a department which includes Procurement and Material Program Specialist teams in addition to the Subcontracts team. What will you do?
* Manage a small team of Subcontract Representatives in the performance of procurement and subcontract management functions in support of U.S. Government Prime Contracts, International and Commercial subcontracts, and Inter-Organizational Transfers (IOTs).
* Serve as the focal point for subcontractor performance, which includes: RFP generation; Review of adequacy of requirements flow-down; Analysis of subcontractor proposals; Drafting and negotiation of subcontracts including price and terms and conditions; Purchase order placement and maintenance; and Subcontract performance monitoring and completion assessments.
* Mentor Procurement and Material Program Specialists in a Deputy Supply Chain Manager role as required.
* Responsible for the review and improvement of Subcontract processes for efficiency and full compliance.
* Guide tactical and strategic aspects of subcontract relationships with internal and external organizations, including Technical staff, Program Management, and Contracts.
* Develop solutions to problems of unusual complexity that require a high degree of ingenuity, creativity, and innovation.
* Communicate clearly, have excellent writing skills, be proactive in a very fast paced environment, be flexible and creative, work with speed and agility yet be thorough, and facilitate tasks to completion.

What will you need?
* Bachelors degree in Supply Chain, Business Administration or similar and 10 years of experience
* Minimum of 10 years of direct DoD procurement/major subcontract management experience
* Experience managing and mentoring subcontract teams
* Direct experience creating, negotiating and awarding Cost Reimbursement, Cost Plus Fixed Fee, and Firm Fixed Price Research and Development subcontracts based on Prime Contract terms and conditions including agency unique terms and conditions
* Experience soliciting, evaluating and documenting cost and price proposals, including cost and price analysis
* Direct experience with proposal processes in a Subcontracts Management role
* Experience working with FAR/DFARS
* Knowledge of Import / Export regulations (ITAR/EAR) and their implication and application for subcontracts
* Experience interfacing with internal and external customers and all levels of management
* Experience with Microsoft Office products (Excel, Word, PowerPoint, Outlook)
* Ability to travel domestically, if required
Additional Skills that would be AWESOME / BENEFICIAL
* Masters degree in Supply Chain, Business Administration or similar
* Six Sigma and process improvement experience
* Fluency in Raytheon systems, processes, and procedures
