The Operations Program Management (OPM) Team at EO Innovations drives Raytheon Technologiess competitiveness in optical components, assemblies and systems now and in the future. We are ensure that the identified product line program and factory areas at EO Innovations are adequately executing strategies to meet program and functional cost, quality, and schedule requirements. This role will include all areas of operations to include: a) the front end of the business, supporting proposal activity and new business planning to ensure effective implementation of production contracts and b) teaming with factory operations to ensure effective implementation of production and depot contracts.

We do this by:

* Collaborating with the PMO, Program Ops, business leadership and all EO Innovations functions to identify, communicate and meet current and future program and business needs.
* Enabling the factory to execute to these needs on time and at or below cost in a safe environment by
* Leading and coordinating all parts of an optical component or assembly delivery lifecycle, including opportunity identification, proposal, capture, execution, closeout and follow-on opportunity capture.
* Leading and contributing to the cross-functional integrated product team, consisting of supply chain, planning, engineering, operations and quality, and reporting out to senior leadership both within EO Innovations and to the rest of the Raytheon enterprise.
* Modeling Raytheon values, customer focus, solution-oriented mindset, excellence in execution and a sense of urgency and encouraging the same within the rest of the organization.

Opportunity currently exists within the OPM Team for a Lead Operations Program Manager. The successful candidate should have a proven history of building high performing teams and strong customer partnerships. They will interact with a wide variety of internal and external customers and must be able to clearly communicate performance at all levels of the organization. In addition to leading other operations program managers, they will also directly lead the execution of some programs that are critical to business success. This position will also require a significant amount of proposal lead experience to manage and execute multiple concurrent proposals. This position will report to the Manager of Operations Program Management at EO Innovations.

Required Skills:

* Minimum of 8 years of professional relevant experience
* Demonstrated experience in building strong cross functional teams and effective customer relationships
* Demonstrated experience/proficiency in managing and developing direct reporting staff
* High level of proficiency in PM Best Practices in the areas of Earned Value Management, Gate Reviews, schedule management, Risk and Opportunity Management, Program Staffing, and Production Manufacturing Metrics
* Ability to analyze data and develop metrics & data visualization to convey message to team and program leadership
* Proven ability to actively identify and execute cost reduction opportunities using Six Sigma and Lean manufacturing principles
* Familiar with business capture and has experience in cost estimating or proposal support
* Experience within DOD industry and is familiar with Government Acquisition Regulations
* Proven history of demonstrating initiative, persistence, and creativity in problem solving
* Excellent oral and written communication skills including executive presentations
* Ability to multitask in a fast paced dynamic environment

Desired Skills:

* Experience managing IOT contracts and/or operating in a manufacturing environment
* Collaborative manufacturing experience across geographies and multiple business units
* Strong understanding of optics fabrication, optical assembly, and opto-mechanical testing methods
* Experience with Transition-to-Production programs
* Strong understanding of Missile Systems and/or Space & Airborne Systems business practices, portfolio of products and technologies
* Experience as a Proposal Manager with knowledge of cost estimating and TINA proposal process
* Understanding of Make/Buy/Where process
* Able to attract, recruit, and retain professional talent
* Experience leading program or project managers
