Job Description

This position is for a Systems Engineering Lead for DRACO Programs within the Space Systems (SS) Mission Area of Raytheons Space and C2 business. The SE Lead has the responsibility of ensuring the technical integrity and quality of the systems engineering work products and managing the execution of all SE tasks and cross-product activities across the program. Responsibilities include requirements management; driving metrics, measurements and performance to ensure work final product complies with customer requirements; managing risks and opportunities and taking ownership of all elements of SE process development and deployment. This position reports to the SEIT IPTL and interfaces directly with customers and across all sub-IPTs, including system architects, and system/subsystem designers. The DRACO SE Lead will provide technical leadership and oversight throughout all phases of the program, from requirements definition and flow down, to system verification and validation in compliance with Raytheon standard engineering processes and procedures. External to the program, this position interfaces with the Program Area Chief Engineer, Business Area Chief Engineer and Functional Managers as well as non-engineering organizations such as finance, operations, supply chain, contracts and mission assurance. The Lead Systems Engineer will:

* Provide technical leadership to define and develop DRACO systems and payload architectures and lead/perform system trade studies
* Provides technical leadership and oversight of the DRACO system and subsystem product development activities, including: requirements development, allocation, verification and analysis; hardware and software design and development; system level integration, validation and verification and interface definition; algorithm development; CONOPS development; and Monitor performance through technical performance measures
* Mentor the program junior engineers and review their work for quality
* Maintain technical baseline control within fixed cost and schedule constraints
* Act as the bridge between program management and technical staff
* Foster culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges
* Support Configuration Control Board, Engineering Review Board, Failure Review Board, Risk and Opportunity Review Boards
* Support the development of new business proposals and pursuits
* Identify engineering resource gaps

Required Skills:

* 12+ years prior relevant experience
* Experience in EO/IR payload engineering and design integration interpreting sensor/payload/mission requirements and decomposing to design requirements and verification techniques
* Experience as Lead Systems Engineer on a large space programs or another role providing technical leadership to a large engineering team
* Experience providing technical leadership in the space based product development
* Experience managing system level technical performance measures and key performance parameters
* Experience with system or subsystem level Verification of design compliance
* Experience in development (design, fabrication, integration & test) of high reliability space products
* Experience in leading design reviews (e.g. System Requirements Review, Preliminary Design Review, Critical Design Review) and establishing technical baseline
* Experience with the technical review and approval of proposals and Gates to ensure technical and execution feasibility
* Experience with identifying critical staffing resources to update staffing plans to address technical development areas
* Experience with developing and presenting technical briefings to the customer and company leadership
* Experience in proposal development including creations of Basis-of-Estimates
* Experience effectively leading teams of technical experts to resolve challenging technical problems
* Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
* U.S. Citizenship status is required, as this position needs an active U.S. Security Clearance as of day one of employment
* Ability to access US only data systems
* Active and Current TS/SCI or completed SSBI within last 24 months required

Desired Skills:

* Technical background in radiometry, thermometry and calibration techniques
* Experience in technology strategy planning
* Experience in development (design, fabrication, integration & test) of space-based electronics (requirements, interfaces and concept development)
* Knowledge of FPGA design and development
* Knowledge of testing activities such as thermal, vibration and EMI testing
* Knowledge of environmental test methods and practices (e.g. Dynamic, Vibration, EMI, Thermal Vacuum)
* Knowledge of STE design, testing or operation
* Knowledge of Software integration and test, configuration management
* Experience working with operations staff, sub-contractors, team members and customers
* Familiarity with cost and schedule management using a government approved Earned Value Management System
* Integrated Product Team Lead (IPTL) or line engineering management experience
* Experience identifying engineering resources needed to get required engineering work product requirements done (people, processes, facilities & tools)
* Proposal management, from initial pursuit and capture planning to proposal delivery

Required Education:

Bachelors degree in Engineering, Math, Science or related STEM degree

Active and Current TS/SCI or completed SSBI within last 24 months required
U.S. Citizenship status is required, as this position needs an active U.S. Security Clearance as of day one of employment
