Northrop Grumman Defense Systems is seeking an experienced Global Supply Chain Subcontracts Administration Manager 3 to lead a diverse team of professionals engaged in supporting a large and challenging national defense portfolio of programs. The position will be located in Oklahoma City, OK with occasional travel as required to meet business unit needs.

We are seeking a highly motivated individual to lead and act as subject matter expert for subcontracting and procurement actions across a wide range of contractual and business issues. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform with minimal supervision as part of a procurement and subcontracts team on large domestic and international proposal efforts that often require developing solutions to complex problems.

The Supply Chain Manager responsibilities encompass the full range of the procurement and subcontract acquisition process including participation in strategic sourcing decisions, international subcontracting, teaming agreement generation and execution, and preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures. Additionally, the manager will have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with Northrop Grumman principles and operating practices. The ability to collaborate with program management and other multi-functional teams is essential. The successful candidate should be capable of working in a fast-paced environment, able to multi-task, make decisions in a timely manner and display strong interpersonal skills. Additionally, solid knowledge of FAR/DFARS and associated Federal Contracting regulations is requisite.

The successful candidate will manage a team of supply chain professionals and oversee all aspects of Supply Chain for the Business Unit, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high level expectations. Ability to educate program teams, direct reports, and suppliers on processes, policies, FAR/DFARS, and procurement and subcontracting principles is essential.

Qualification

Basic Qualifications:

bull; Bachelors (BS/BA) degree with a minimum of 10 years of progressive subcontracts/procurement experience , or Advanced Degree with a minimum of 8 years equivalent experience
bull; Solid understanding of procurement principles, policies, procedures, and regulations
bull; Ability to work well in team environments
bull; Strong organizational skills and demonstrated ability to effectively communicate with myriad levels of the organization including but not limited to developing and delivering to sector, division, business unit and Customer Leadership
bull; Ability to maintain high level of confidence in the areas of supply chain along with relative understanding of basic project
bull; Active Interim Secret clearance
bull; US Citizenship required

Preferred Qualifications:
bull; Advanced Degree and / or Professional Certifications (CPSM, CFCM, CPCM)
bull; Experience with international subcontracting and SAP Procurement amp; Accounting Systems
bull; Experience on programs focused on Contractor Logistics Support, Aircraft Maintenance and Modernization turnkey support and 24/7 requirements
bull; Minimum of 3 years managing team of subcontracting and/or procurement personnel with expenditures in excess of $25M annually
bull; Active Secret/Top Secret security clearance
