Lockheed Martin is seeking a motivated leader to be a Proposal Manager (Individual Contributor) located in Palmdale, CA, as part of a dynamic and hard-working team.

The Lockheed Martin Aeronautics New Business Competitive Proposal operations team provides support to complex, strategic proposal efforts for designing, developing, producing and sustaining aerospace and defense platforms for the U.S. and allied militaries.

The candidate must successfully perform proposal lifecycle activities specializing in proposal management tasks to include, but not limited to:

Work with all levels of the proposal team to develop and prepare high-quality, compliant and compelling proposals

Partner with Capture Managers, Business Development, Engineering, Finance, Facilities and other organizations to identify the proposal team and facilities resources

Responsible for configuration management of the proposal artifacts utilizing Microsoft SharePoint.

Review, shredding/bursting/parsing, and analyzing White Papers, RFIs, RFPs, BAAs, and Task Order requirements

Develop and complete compliance matrices

Develop and maintain proposal schedules, and driving the proposal team adherence to the schedule

Pull together Kick-off meetings and materials, and presenting at the Kick-off.

Lead Daily Stand-up status meetings and tracking action items

Track and report status of proposal sections to include monitoring proposal content for accuracy, consistency and compliance.

Anticipate and identify potential issues to schedule and resources.

Develop mitigation plan for potential issues.

Lead proposal color reviews (Pink & Red Teams) to include scheduling, organizing, facilitating, inviting, review preparation and conduct, and supporting comment summation, adjudication, and final inclusion.

Demonstrate proposal process expertise and ability to tailor as appropriate.

Guide proposal team members on proposal processes.

Lead proposal teams in post-submittal activities such as Evaluation Notices (EN), Final Proposal Revisions (FPRs), orals, lessons learned, etc.

Support development of the Win Strategy and Capture Plan to include the Customer Value Proposition, and generation of substantiated key messages and discriminators.

Ensure key messages are flowed down to and captured in the proposal.

Ensure Proposal Development Center (PDC) work spaces are well-maintained for the proposal teams. Daily oversight and maintenance of your assigned PDC room.

Support special projects and complete other responsibilities association with the position as may be appropriate such as event planning, preparation of marketing or business development materials.

Ability to work overtime as needed.

The selected candidate must be able to travel as required as this position can require substantial travel.

MUST BE A U.S. CITIZEN - This position is located at a facility that requires special access.

A level 4 employee Typically has 9 - 15 years of professional experience.

Basic Qualifications:
Minimum of 6 years' experience as a Proposal Manager leading competitive proposals for the US and/or foreign government pursuits
Experience in the competitive proposal processes (Lockheed Martin, LM Aeronautics, Shipley or other)
Experience with the DoD Acquisition process
Team leadership experience
Desired Skills:
Bachelors degree in a technical field and/or in Project Management
Project Management experience
Exceptional people skills to work in a dynamic service-driven organization
Superior verbal, listening and written communication skills
Strong writing ability with experience in developing content for technical, management, past performance, resume proposal sections
Able to remain calm under pressure
Experience performing tasks that require organizational skills and attention to detail
Experience multi-tasking, such as managing multiple projects
Experience working independently and with diverse groups of people
APMP, Shipley, and/or PMP Certifications
Lean / Six Sigma / Black Belt / Green Belt Certifications
