POSITION SUMMARY:
Provides leadership to Project Support team employees in Project Management by coordinating efforts in a matrix organization for all project stakeholders (i.e. Projects Engineering, Construction Management, Project Management, and Financial Controls). This position provides administrative management for department employees by setting performance expectations, providing feedback in mid-cycle and annual reviews, balancing work loads, managing the department budget, coordinating process improvement efforts and providing required reports to Project Management that show progress and alignment with the project budget.
PRINCIPAL ACCOUNTABILITIES:
* Provide administrative supervision for employee groups that may be dispersed in multiple work locations in different states and is responsible for distributing the work load accordingly.
* Supervise Project Coordinators and administration personnel in the preparation of periodic project specific cost reports including validating and reconciling actual, committed, and incurred costs, analyzing progress to date, change management, and making recommendations to forecasted cost while meeting critical deadlines.
* Responsible to assure PC is coordinating with the PM and PCA to establish original baseline budgets that are time-phased with dates from the P6 schedule, provide the EcoSys Baseline Cost Report for the Baseline Sign-Off process (this report must be validated to assure all BPID's are appropriately assigned to the Master Project and match the IRR Estimate), process month-end forecast that is time-phased with dates from the P6 schedule, and analyze month-end standard reports.
* Responsible to ensure PC is posting the standard month-end reports to PM Portal for communication to the Project Team (after analysis is performed to assure the data is correct).
* Interface with project managers, financial accounting, construction personnel, procurement, project controls, and contract administrative personnel in support of project administration.
* Supervise Project Coordinator personnel in the development, organization and setup of new projects with respect to work orders and tasks in accordance with established applicable guidelines and standard operating procedures.
* Oversee the setup, opening, in-servicing, and closing of all project work orders. Supervise the project support functions associated with processing project related invoices. Supervise the project close-out functions including closing of CI's and work orders and validating final project costs.
* Responsible for budget and forecast variance reporting for the work group, contractor invoices, project revision documentation, and preparation of invoice payment documents.
* Take a leadership role in coordinating corporate accounting processes and ensuring consistency of application for project cost accounting. Coordinate the development of the Transmission Projects department Capital & O/M budget and labor forecasting with the Transmission Business Planning & Analysis group.
* Provide direct support for the monthly project unvouchered liability reporting to meet SOX reporting requirements.
* Coordinate with other Project Support Staff supervisors to assure consistent procedures and processes across all regions. Provide continuing education to Project Support staff and assign Project Support manual updates to the staff.
* Ensure that all work activities are performed in accordance with the policies, practices, standards, and rules of the Company and regulations and procedures as required by federal, state or local regulating agencies.
Minimum Requirements EDUCATION & EXPERIENCE:
Bachelor's degree in business administration, finance, construction management, project management, engineering or related field of study.
Six (6) years project management activities in station, line or planning, or business financial administration/planning. Must have a working knowledge in one or more of the following areas: matrix organizations, cost reporting and/or forecasting tools used by project management, and corporate accounting.
Additional Requirements:
This position is responsible for tracking and reporting on projects ranging from $300 million to $700 million annual capital investment per region.
