Assist the Chief Data Officer in overseeing all enterprise data and information management activities across the enterprise in ownership of the Data Governance and Quality Assurance Office. Responsible for ensuring that enterprise information and data is effectively managed by owning the Office inclusive of management of the teams that plan, design, implement and manage defined standards, policies, guidelines and best practices for enterprise data, information and content management. Define a second line of defense capability for identifying, testing, sampling, tracking and reporting data governance metrics and results. This will include best practices education, implementation and oversight of data management goals, standards, practices, processes, relating to data usage, data quality and data integration. Ensure that lines of business (LOBs) have first line of defense testing and reporting functions and regularly review and report on the results of those activities, as well as support audit/compliance third line of defense holistic oversight of data quality.

Essential Duties and Responsibilities: The following is a summary of the essential functions for this job. Other duties may be performed, both major and minor, which are not mentioned below. Specific activities may change from time to time.

1. Serve as owner of the Data Governance program. Establish policies, standards, guidelines and best practices for the enterprise, through design and recommended governance structures and control frameworks for ongoing management of data, including data metrics.

2. Identify, sample, test and report Quality Assurance metrics and results. Utilize existing resources, and develop new capabilities, where required, to effectively carry out testing and reporting capabilities.

3. Manage the Data Governance process to ensure a clear, usable and scalable framework is created with each phase building on the capabilities implemented in preceding phases.

4. Design, establish and manage Data Governance Committee to effectively communicate data governance policies, standards, guidelines and best practices, ensuring they are understood, collaboratively agreed upon and followed.

5. Perform second-level risk assessments of selected data processes, to include but not be limited to, initial collection processes, extract, transform and load (ETL) data warehouse processes and certain regulatory and external reporting processes.

6. Deliver metrics and outcomes of second-level reviews and work with process owners to strengthen and improve data processes.

7. Identify, analyze, and understand data issues and associated inherent risks affecting different areas of the organization.

8. Partner closely with cross-functional teams to coordinate business rules that govern data quality, effectiveness, and scope of use through the development and fostering of a culture of mutual accountability for accuracy and operational excellence.

9. Ensure, document and monitor compliance with current and future data-related regulations.

10. Champion and/or participate in process improvement activities with the focus of driving continual improvement activities within functional organization.

11. Collaborate closely with peer Enterprise Data Office (EDO) teams to ensure close coordination, synergies and seamless overall EDO execution.

12. Represent the EDO for enterprise-level projects relating to Data Governance or Quality Assurance.

13. Establish and maintain excellent process and structure, including effective team communication so that roles, requirements, dependencies, decisions, and workflow are clearly defined and expectations managed.

14. Responsible for assigned personnel regarding employment, career development, performance evaluations, salary changes, promotions, transfers, and terminations within established policies and guidelines.

15. Plan and develop departmental budgets in accordance with established guidelines and execute to meet budgetary goals, negotiating changes as required. Plan and manage the Resource Planning process.

16. Manage a complex workload that includes multiple tasks and conflicting priorities.

17. Stay current with industry trends.

Required Skills and Competencies:

1. Bachelors degree in Business, Information Systems, Computer Science or related field, or equivalent education and related training

2. Ten years of experience in various data management and information governance practices combined with aptitude for analysis and ability to learn quickly

3. Ten years of progressively responsible management positions in complex organizations, including managing teams, both directly and in matrix organizations

4. Ten years of experience in the financial services industry

5. Demonstrated success with high-visibility projects, leadership in technology use and development, change management, budget and business case development

6. Possess highly-detailed functional expertise and broad industry knowledge of data governance, reporting and business intelligence and data warehousing

7. Demonstrated ability to drive goals, standards, practices and processes of a data management system

8. Eagerness to collaborate with people from different backgrounds and parts of the organization

9. Adaptability and ability to work on a diverse set of projects and interact with a diverse set of associates and managers throughout the corporation

10. Excellent verbal and written communication, organizational, and interpersonal skills

11. High attention to detail and ability to think at the organizational level

12. Demonstrated proficiency in basic computer applications, such as Microsoft Office software products

13. Ability to travel, occasionally overnight
