The Group Technical Program Manager for the Messenger Product Foundations Team is responsible for building and leading a world-class team of Technical Program Managers, establishing pillar-level strategy and direction, leading from the front in partnership with cross-functional roles such as Product Management, Engineering, Design and Analytics, and blazing the path for next-generation products and platforms in messaging. You will lead a team that has end-to-end ownership of critical initiatives, working to deliver a messaging experience that is not only performant, stable and high quality, but is also private, secure and safe. The ideal candidate will have the deep technical and program management expertise needed to provide support to a high performing team that is working to drive results across multiple complex, large scale initiatives. They will be an inspirational leader that can win trust and establish alignment with a multidisciplinary array of cross-functional partners, and leverage this trust to exert influence across all phases of the product development lifecycle. They will have demonstrated experience building, mentoring and nurturing technical program management or engineering teams of 20 or more, operating at scale in a highly transformative environment. They will be an innovative, intellectually curious problem solver who does not need to have the correct answer to everything but, rather, is able to quickly steer the conversation toward a productive programmatic solution by building and driving consensus.

Group Technical Program Manager, Messenger Product Foundations Responsibilities

* Build and lead a team of TPMs capable of scaling with Facebook Messenger through a period of continued high-growth and transformation, while forging tight partnerships with managers and engineers across infrastructure & product teams.

* Influence strategy and vision for Messenger Product Foundations (Privacy, Safety, Foundation Infrastructure) requirements at scale in close collaboration with product, infra and privacy leaders across the company.

* Demonstrate an ability to structure a highly cross functional, multi-faceted, organization and optimize it for execution, including attracting top tier talent and filling out gaps in the existing team quickly to accommodate growth.

* Support, mentor and nurture the existing technical program management team, showing care and empathy in the face of adverse and complex conditions.

* Manage from the front, prioritize, and drive the bigger mission forward by translating vision into results.

* Support technical aspects of critical initiatives and features in the Messenger Product Foundations space, including contributing to product design and implementation planning, working with the team to set priority and tracking progress, and working cross functionally to ensure implementation scope and delivery times are aligned with product requirements and expectations.

* Measure and improve efficiency and effectiveness of processes that are working well and build the next level of improvements, setting standards for efficient execution at scale.

* Continue to improve the thriving engineering culture across all tech functions.

* Serve as an evangelist for the team and overall culture, both internally and externally.

Minimum Qualifications

* B.S. in Computer Science or a related technical discipline.

* 10+ years of software engineering, systems engineering or technical product/program management experience.

* 3+ years of experience as a People Manager.

* Experience either in an established data storage, real-time monitoring, cloud computing or mid-sized growth stage company.

* Experience communicating behind program architectures, including how and why they were run, and the systems put in place to run them.

* Knowledge in technical program management methodologies, experience delivering tech programs or products from inception to delivery.

* Experience moving technical or engineering programs from concept to completion and experience articulating the impact using metrics, growth examples, return.

* Experience with Cloud computing, large-scale infra leveraging technologies such as Java, Python, Shell, C, C++, etc.

* Experience with scale, production with emphasis on Reliability, Efficiency, Scalability.

* Experience implementing instrumentation and monitoring solutions.
