Principal Cyber Engineer

The Command and Control, Battle Management, and Communications Experimentation Laboratory (C2BMC X-Lab) is a very fast paced and dynamic environment. The X-Lab is responsible for developing and integrating future-capability prototypes for the Ballistic Missile Defense System (BMDS) including Sensor/Weapon Integration, Algorithm Development, User Interface Development and other critical leading-edge missile defense technologies. The X-Lab has a need to augment the team with a Cybersecurity SME that holds a Top Secret/SCI clearance

The Principle Cyber Engineer will be expected to communicate and work closely with process and system owners, information technology management, IA peers, Program Office technical/management staff and other C2BMC Functional Areas to ensure the relevance of architecture and system designs in implementing program IA requirements. The Cybersecurity Engineer will work collaboratively across the Cyber Development, Cyber Engineering and Cyber Ops teams. The Cybersecurity Engineer will perform Cyber Products analysis, troubleshooting and anomaly resolution in the field. The Principle Cyber Engineer will have a working knowledge of 8500.2 and SP 800-53 controls throughout various phases of the RMF authorization lifecycle. Duties on an as-needed basis include: technical documentation, surge support for authorization packages in eMASS, assessing IA vulnerabilities, engineering responses for system POA&Ms, conducting risk analysis for Risk Acceptance Requests (RARs) and providing Cyber support to the C2BMC program and customer meetings.

Additional Responsibilities:

* Assess the effectiveness of information protection measures utilized by system(s)
* Assess threats to and vulnerabilities of computer system(s) to develop a security risk profile
* Develop, test, and modify product prototypes using working or theoretical models
* Conduct assessments of the application's security design for the appropriate security controls, which protect the confidentiality and integrity Information
* Integrate information assurance (IA) or IA-enabled products
* Design and develop secure interface specifications between interconnected systems
* Design, develop, integrate, and update system security measures (including policies and requirements) that provide confidentiality, integrity, availability, authentication, and non-repudiation
* Design hardware, operating systems, and software applications to adequately address information assurance (IA) security requirements
* Design or integrate appropriate data backup capabilities into overall system designs, and ensure appropriate technical and procedural processes exist for secure system backups and protected storage of backup data
* Design to minimum security requirements to ensure requirements are met for all systems and/or applications
* Develop architectures or system components consistent with technical specifications
* Develop detailed security design documentation for component and interface specifications to support system design and development
* Analyze information to resolve, recommend, and plan the development of a new application or modification of an existing application
* Analyze user needs and software requirements to resolve feasibility of design within time and cost constraints

Skills and Experience Required:

* Excellent Cybersecurity background to include knowledge of the following: Identity and Access Management methodologies, encryption algorithms, cryptology, database and enterprise information security architecture.
* Proficiency in the implementation of information assurance (IA) principles and requirements relevant to confidentiality, integrity, availability, authentication, and non-repudiation
* Experience in cybersecurity requirements evaluation and validation
* Knowledge of cybersecurity systems engineering principles
* Familiarity with network protocols (e.g., Transmission Control Protocol and Internet Protocol [TCP/IP], Dynamic Host Configuration Protocol [DHCP]) and directory services (e.g., Domain Name System [DNS]). Knowledge of STIG application and hardening operating systems
* Knowledge of Cyber technologies (e.g., HBSS, ArcSight, ACAS, etc.) and how they impact a mission system
* Experience in Cyber threat assessment and risk management of a mission system. Knowledge of cyber operations and operational impacts
* 8+ years experience in analyzing design constraints, trade-offs, and detailed system and security designs to identify necessary lifecycle support
* Experience applying security policies to applications that interface with one another

Education Required:
Bachelor's Degree (engineering related) or additional experience in lieu of degree
DoDI 8570 certification (GSEC, Security+, SCNP, SSCP) or higher. CISSP Certification is highly desirable

Clearance Requirement:
Active/Current Top Secret / SCI Clearance

In compliance with Colorados Equal Pay for Equal Work Act, the salary range for this role is $91,300 to $173,500; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidates work experience, education/training, and key skills.
