Program Manager, Digital Rights Integrity

Digital Rights Operations is the team that is responsible for managing reports surrounding Facebook's policies and procedures, complex legal issues and the changing landscape of free speech on the Internet. We are passionate about building trust. We are constantly balancing mitigating legal risk with making the world more open and connected while scaling our operations to support Facebook's users. Our Digital Rights Integrity team is responsible for evaluating risks across products, considering intellectual property and digital rights abuse areas and developing enforcement strategies for bad actors to minimize legal risk on our platforms. We partner with multiple cross-functional teams including Product, Engineering, Integrity, Legal, Operations, Policy, Privacy, and Data to ensure we can effectively detect and enforce against abuse. Facebook is looking for an experienced Program Manager who will be responsible for working with cross-functional teams to develop support strategy, integrity measurement and enforcement, leverage machine learning and automation, and execute global projects from inception to launch. Successful candidates for this role will be incredibly passionate about minimizing abuse in products, improving experiences for rights holders and users, as well as tools to support rights holders, users, and internal stakeholders. Must have an ability to work across different time zones and capable of using analytical rigor to identify and prioritize product and pain points.

Program Manager, Digital Rights Integrity Responsibilities

* Become a subject matter expert in various policies, including Intellectual Property and other legal rights, to be able to effectively advocate for needs with key stakeholders (e.g., Product, Engineering, Legal, Integrity and other cross-functional teams) and develop measurement and enforcement strategies for abuse detection

* Partner with Integrity, Engineering, Product Management, Legal and Operations teams to ideate, prioritize, develop and implement measurement and enforcement strategies for abuse detection, product support integration, and overall support experiences

* Collaborate with our Operations teams, as well as partners in Legal and Product in assessing risk, legal requirements, and support needs that allow products to scale with potential abuse in mind

* Work closely with Systems Project Managers to develop strategy and test plans to identify gaps or needs and ensure effective integration into operations for scaled support of new products and features as well as abuse detection and enforcement

* Define clear business problems and prioritize solutions using data-driven analytics, developing success metrics to measure project performance and alignment with team mission and goals

* Effectively plan and manage complex projects from the initial ideation phase through final execution and global roll-out to further our mission, scale support and improve user experience

* Be on the front lines of enforcement strategies against potential infringement and proactively communicate regular updates, launch dates and concerns, potential abuse in product areas, and the impact of proactive enforcement to internal stakeholders

* Develop and deliver measurement and reporting to quantify the impact of all launches, and monitor and analyze product and operational health metrics

* Partner with our Data Analytics & Reporting teams to develop and design measurement and enforcement strategies for abuse detection using machine learning, automation tools, and other technical solutions for implementation

* Build and manage relationships with key product partners, influence cross-functional stakeholders internal and external to Operations and support users and rights holders

* Work closely with the Vertical and Market teams to understand their needs and pain points related to detection and enforcement strategies, support tools and ensure the end to end user support experience is optimized

Minimum Qualifications

* 4+ years of experience in end-to-end project and program management, product, and/or operations

* Strategic communication and program management experience in collaboration across cross-functional teams

* Analytical and problem-solving experience and experience in building scalable solutions

Preferred Qualifications

* Legal, Intellectual Property, or Integrity experience

* Demonstrated track record of disciplined execution, acting independently across competing priorities and exercising judgment

* Exposure to machine-learning and data modeling
