Contract Management Specialist, Senior

Key Role:

Assist government procurement agencies with defining proposals, including RFPs, and qualifying vendors. Apply comprehensive knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition processes, policy, and procedures. Devise innovative strategies for the analysis of deploying and implementing new acquisition policy analysis initiatives and measuring the effectiveness of implementation. Use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction or mitigation approaches for improving acquisition or program planning, control, and execution. Advise and guide on all matters of federal, DoD, and Navy pre-award and post-award contracting procedures and policies. Review procurement request (PR) packages, including acquisition plans (APs), acquisition strategies (AS), statements of work (SOWs), performance work statements (PWSs), source selection plans (SSPs), justification and approvals (J&As), determination and finding (D&F), and the contract data requirements list (CDRL), and Technical Instructions (TI), such as ensuring the adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.

Basic Qualifications:

* 10+ years of experience with DoD cradle-to-grave contract management, including procurement planning, pre-award, price and cost analyses, and post-award and closeout in a government or government support role
* Experience with providing DoD contractual consultation to a government client, including researching, analyzing, and interpreting complex rules and regulations and providing actionable recommendation to government clients
* Experience with using the complete Microsoft Office Suite, including Excel, PowerPoint, and Project
* Ability to individually draft pre-award and post-award acquisition documents, including PR, AP, SOO, SOW, PWS, SSP, J&A, D&F, TI, Modifications, and CDRLs
* Knowledge of federal acquisition regulations (FAR), defense federal acquisition regulations system (DFARS), and principles of acquisition planning
* Active Secret clearance
* BA or BS degree

Additional Qualifications:

* Experience with DoD or Navy-specific contracts or acquisitions
* Experience with SPS/PD2
* CFCM Certification
* DAWIA Contracting Certification, including Levels I, II, or III
* PMP Certification
