This role will develop and maintain framework for Risk and Controls for the LATAM CRO office, and will ensure for full alignment of the framework with country and legal entity approach across Risk Management teams in LATAM. In parallel the role will be responsible for an end-to-end regional implementation of firm-wide Legal Entity Risk Governance framework, including but not limited to corporate governance policies affecting Risk Management organization and addressing regulatory requirements towards LE country approach.
This role will be responsible for the oversight, support and ensuring consistent governance and control frameworks are appropriately documented, embedded and operate effectively across Risk Management organization in the region.
The Regulatory Risk Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Responsibilities:
* Analyzes new risk-related guidelines, best practice standards, rules and regulations
* Directs the approach to answering questions and involve appropriate Risk functions in Citi with audits and regulators.
* Significant interaction with a wide range of senior bank and risk management colleagues, as well as external stakeholders such as regulators / auditors.
* Identifies and sponsors the development opportunities for key individuals that help them gain broad exposure and experience. As a Senior Risk Governance Manager responsible for regional oversight of Legal Entity Risk Governance, the role will focus on oversight of Risk governance structures and assessments of LE compliance with corporate policies on Risk Management as well as country regulatory requirements. The role will include intensive cooperation with global and country teams, staying on top of regulatory and internal requirements and leading projects. More specifically, the role will:
* Develop, implement and maintain the regional framework to Legal Entity Risk Management.
* Establish and oversee relevant regional standards, ensuring they are effectively communicated, reviewed continuously and updated to reflect relevant changes and best practice.
* Monitor the performance of LE Risk Management teams for compliance with the regional framework
* Advising and assisting LE teams on matters requiring enhancement, remediation or escalation
* Advising, planning and oversight of preparation of materials presented by legal entities to supervisory organs
* Working closely with the LATAM country teams to ensure that legal entity governance matters are proactively addressed, partnering on current and future change agenda.
* Manage key projects, including those with the Global Office in relation to Legal Entity Risk Governance.
* Support the LATAM CRO in meeting responsibilities across LATAM legal entities boards and other senior governance forums.
As Risk & Controls Coordinator for the LATAM CRO office, the role will:
* Define and maintain a holistic governance and control framework for activities conducted by the LATAM CRO office which includes accountability for associated governance, controls and information flows and appropriate linkage to and leverage of established policies.
* Challenge the Management Information received, drive consistency thereof, and ensure transparent information is provided in associated review forums.
* Represent LATAM CRO in related LATAM R&C forums with other Products and Functions.
* Implement and oversee Managers Control Assessment process for the LATAM CRO MGE, which provides a range of diagnostic tools in order to identify significant operational risks; monitor and assess the overall effectiveness of key controls for operational risk mitigation; identify and document specific and systemic weaknesses in the design and/or execution of key controls and monitoring methods; determine issue severity levels and MCA Entity Ratings; and identify and document emerging and residual operational risks to the MGE.
* Be responsible for an ongoing end-to-end review of the LATAM CRO MCA entity and communicating to the LATAM CRO on all issues requiring immediate attention and action.
* Monitor and review operational risks and controls across the Risk Management functions.
* Lead and coordinate regional efforts in Risk Management functions to help standardize control functions including Key Operational Risks, Key Risk Indicators, Employee Activities; Information Security; Data Privacy, Third Party Management, Records Management, Monitoring and Testing, and Internal Audits, Compliance Assurance Reviews, Regulatory Exams and Fundamental Credit Reviews.
* Develop a proactive control approach which furthers strategic objectives and promote efficiency, while minimizing risk and exposure.
* Collaborate with Compliance, Audit, Finance, In-Business Risk and Controls and Operational Risk Management.
* Escalate risk issues to management and respective internal/external partners.
* Oversee Issues and Corrective Action Plans.
* Support internal audit, compliance assurance and regulatory reviews, specifically with respect to pre-audit preparedness, liaising between business and internal audit, deliverables review, and corrective action design.
Qualifications:
* 10+ years relevant experience
* Should have excellent proficiency in Microsoft Office particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation).
* Broad understanding of classifiable and delinquency managed credit and operational policies and procedures.
* Experienced in Operational Risk. Knowledge of other risk disciplines a plus.
* Thorough knowledge of financial and risk reporting as well as experience from the business and/or technical area desired.
* Familiarity with regulatory landscape facing global banks. Ideally, have worked in banking industry or regulators institutions.
* Previous experience in managing Regulatory Inspections and Audits within a financial services company.
* Professional ability and presence to interact with Senior Bank, Regulatory and Audit Management.
* Project management knowledge and experience working with diverse group of stakeholders to achieve milestones and deadlines.
* Proven relationship management skills with ability to deepen relationships and build partnerships across the business, executive leadership and key functional support areas like Government Affairs, Communications, Legal, Compliance, Control, in-business Risk and Independent Risk.
* Proven ability to manage multiple, concurrent large scale projects from ideation through testing and implementation.
* Demonstrated analytical ability; asks insightful questions, breaks analytical challenges into workable components and draws meaningful conclusions. Well versed in breaking down complex matters into core issues and root causes that can be more readily addressed.
* Proficient in developing new ideas to mitigate risk and improve current processes.
* A proven track record of liaising across diverse stakeholder groups; including senior managers, and large firm networks.
Education:
* Bachelors/University degree, Masters degree preferred
Qualifications:
* Fluent in English, knowledge of Spanish is an advantage
* Likely to have experience in a similar or related function over a period of time sufficient to distinguish their management and leadership potential.
