Job Description

SUMMARY

Manages the budget, compliance and emergency response and inventory control procedures. Manages the distribution of utilities, design and construction of renovations and the administration of contracts. Directs repair and maintenance of all facilities and grounds. Develops and implements work-flow processes to ensure operational and financial efficiency. Implements institutional and departmental objectives, policies and procedures. Coordinates activities of assigned areas with other institutional departments and functions.

JOB SPECIFIC COMPETENCIES

Facility Management Manages the building operation to ensure the space and building is functioning properly. Develops and oversees preventive maintenance plans, monitors work requests through the CMMS system and assures facilities are maintained. Recommends equipment replacement and repairs, operational expenses and minor moves and enhancements. Responsible for the management of emergency events and the development of corrective actions to reduce the risk of the reoccurrence of the event for facilities and/or equipment in assigned properties. Develops and implements service level agreements with key customers. Oversees the planning, design and project management of assigned properties. Directs and oversees the Facilities Asset Requests (FARs) for assigned properties. Approves and makes recommendations for design, construction and/or renovations.

Manages HR Functions Responsible for operations and maintenance personnel. This includes determining staffing needs, recruitment, disciplinary actions, evaluations, and training. Ensures all developmental and institutionally required training is completed for assigned staff within departmental deadlines. Leads and/or participates in team initiatives across Facilities Management and serves as the RAF-AFM representative on the teams and committees.

Provide development opportunities and ongoing feedback to employees. Provide clear direction and communication to employees within unit.

Manages all assigned staff to the position. Ensures consistent performance management processes are followed and documented for the staff.

Assists in establishing objectives, policies, and plans for long-range, as well as, short-range and on-going operational matters. Assists in establishing policies, priorities and schedules,

Responsible for meeting with direct report staff on a regular basis to ensure actions are in place to address any performance opportunities.

Lead efforts that increase employee satisfaction.

Professional development of direct reports and departmental staff.

Financial/Budgets Supports the development of departmental budgets and the management of the approved departmental budgets. Reviews and approves departmental expenses and monthly reconciliations to ensure financial goals are met. Administers and manages contracts for services associated with building operations and space alternations of assigned properties. Manages staffing and overtime usage to remain within budgetary guidelines. Exercise budgetary control of personnel, maintenance and operations expense, and capital expenditures within acceptable tolerances (+/- 5% of budget).

Other Duties/Essential personnel This position is considered essential personnel in the event of suspension of normal operations due to inclement weather or other emergencies. Employee will lead the staff in their duties as outlined in the Emergency Management Plans.

Provides leadership and participates in the Emergency Response Ride Out Team, which may require this position to act on behalf of the Emergency Officer and stay onsite until normal business resumes.

As a group Leader, this position is expected to regularly carry a communication device to respond to emergency events. This time is not considered on-call and will not be compensated.

Required Qualifications

Bachelor's degree in engineering, construction management, business, healthcare administration or related field. Five years experience in the operations and management of a physical plant in a health care, manufacturing or university setting to include three years of supervisory experience. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.

Preferred Qualifications

Master's degree in engineering, construction management, business, healthcare administration or related field. Ten years experience in the operations and management of a physical plant in a health care, manufacturing or university setting to include three years of supervisory experience. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.
