Security - Security Manager III
Job Description:
The selected individual will be responsible for managing the adherence to all aspects of the SAP & SCI Security Compliance Program as stipulated by DoD 5205.07 and other program security directives. The individual will work under the guidance and direction of the RMD East Region Senior Security Manager for Special Programs.
The Security Manager interacts with internal leadership, high level external customers, and Government security officials.
Additional duties for the Security Manager include project support to the RMD East Region Senior Security Manager for Special Programs.
The Security Manager must have a strong working knowledge of the Special Program Security Core Functional Areas such as Security Management, Personnel Security, Accountability, Information Security, Physical Security, Access Control, Transmission, Security Education, Contracting, and Guard Force responsibilities.
The Security Manager will also act as the Contractor Program Security Officer (CPSO) and Contractor Special Security Officer (CSSO). The assignments of the CPSO/CSSO are focused on administering a robust security program for one established program and several future projects located Crystal City, VA. The CPSO/CSSO implements all requisite national security directives with specific emphasis on DoD 5205.07 SAP Security Manual, Vols. 1-4 & ICD 705, and exhibits the dedication and expectation of a seasoned security professional while working and making decisions independently without direct supervision. The Security Manager works as a team player, exhibits flexibility, sets priorities, and manages customer expectations.
Additional assignments include document & media control, data transfers, visitor control, maintaining security files, handling & processing classified documents, and other security support activities as assigned by the Senior Security Manager. The CPSO/CSSO is expected to prepare and conduct Program Security Awareness Briefings, develop security plans, goals, and objectives to comply with existing directives and future requirements. As well as brief & indoctrinate program personnel on the proper application of security procedures, interpret and provide classification guidance to employees, participate in self-inspections as well as SAO reviews, and investigate security incidents. Additionally, the Security Manager will support other security related tasks as assigned by the Senior Security Manager.
Normal office environment; may work extended hours, weekends, and carry on-call pager. Local travel, throughout the Washington D.C. area may be required routinely. Other travel may be required on a limited basis.
Responsibilities include but are not limited to:
* Ability to professionally and effectively interface with Raytheon executives, senior leadership and senior government officials to obtain rulings, interpretations, and acceptable deviations or waivers for compliance with regulations.
* Proven ability to make decisions and provide timely inputs that impact critical goals and objectives of the business.
* Review contractual (SOW, CDRL, etc.) documents, internal directives, and external customer directives for security applicability, impact analysis, and make recommendations to Program Management.
* Perform duties as the Top Secret Control Officer.
* Oversight of security related Standard Operating Procedures (SOP), OPSEC Plans; Program Protection Plans (PPP), Program Protection Implementation Plans (PPIP).
* Active participation in proposal teams and serve as the local Special Programs SME responsible for the review of proposals received and subsequent development of Proposal Security Volumes, security documentation required in response to the proposal task and development of security support staff plans required to execute the program and related Gate reviews.
This position requires a Top Secret Clearance on day one of employment.

Required Skills:
* Ability to engage with internal senior leadership, high level external customers, and partners.
* Extensive working knowledge of and direct experience with NISPOM, DoD Manual 5205.07 Vols. 1- 4, Intelligence Community Directive (ICD) manuals and other applicable Government directives, with emphasis on ICD705 and DD254.
* General understanding of the JSIG/Risk Management Framework.
* Experience with USG contract proposals and Security Volume requirements.
* Ability to effectively support new CONOPs, concepts and scenarios for ECPs, RFPs, etc.
* Familiarity with Statement of Work (SOW), cost, labor hours and budget management.
* Experienced with self-assessments and formal customer inspections.
* Current Active DoD Top Secret Clearance.

* Membership in professional organizations (CSSWG, ASIS, etc)
* Professional Certifications
* Understanding of customer security and acquisition structures
* JPAS, JADE, and JADS user experience
* Excellent writing and verbal communication skills, and the ability to perform effectively in a unique multi-program environment
* Experience with Basis of Estimates (BOEs) for existing work and contract bids
* Self-starter requiring limited direction with the ability to work effectively
* Available to work flexible or extended hours during surge periods that may require related travel (proposals, hand carry, etc.)
Required Education:
* Bachelor's degree in related field, with an additional 10 years of related work experience. Hiring manager will except in lieu of degree, 8 years of relevant work experience, and an additional 10 years of related work experience (totaling 18 years).
