Description
The Director, Compliance Advisory is accountable for managing the Compliance function on the trade floor, including managing Compliance staff. The primary goals of this function are to provide senior management with assurance that the Commercial business units are following all internal policies and external regulatory requirements. This position requires extensive dialogue with Front-Office Traders, their Business Support Teams, Legal, Regulatory Agencies, and Industry Trade Groups.
Responsibilities May Include
* Responsible for the US and Canada Commercial compliance activities.
* Responsible for interactive communication between the front, mid and back office trading activities and compliance oversight.
* Staying abreast of industry developments, whether regulatory in nature or emerging technologies.
* Assisting in the development of processes and procedures related to regulatory requirements. Coordinate as necessary with Government Affairs, Legal, and other internal groups to address and/or influence ultimate requirements.
* Assisting in the interpretation and communication of pending and promulgated regulations effecting all aspects of our Commercial trading operations.
* Partnering with Legal to coordinate any agency mandated compliance requirements as well as the development of policy and implementation of processes effecting same.
* Continually benchmarking and assessing our commercial regulatory practices against industry and peer group counterparts and provide recommendations for improvement to the department Manager accordingly.
* Periodically reporting to management on the state of the industries P66 operates in and provide updates on pertinent dockets and rulemakings. Assessing impacts on P66.
* Participating in the preparation of training for trading personnel and support groups on relevant regulatory and compliance requirements.
* Ensuring an effective and appropriate compliance program is in place for FERC regulatory requirements supporting the Midstream business activities and pipelines.
Position Requirements
Basic/Required:
* Legally authorized to work in the job posting country
* Bachelors degree
* 5 or more years of direct Commercial involvement that includes exposure to front and mid- office trading activities
* Working knowledge of one or all the following commodities/markets: Crude Oil and Products, NGLs, Renewables, and financial derivatives
* Experience influencing, developing and implementing new business processes
Preferred:
* Excellent interpersonal and team skills
* Effective and well-developed written and oral communication skills are vital to this position.
* Ability to manage multiple/conflicting priorities
* Constantly looks for business process improvement opportunities
* Experience with regulations issued by the Commodity Futures Trading Commission (CFTC) and Federal Energy Regulatory Commission (FERC), and Exchanges

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S). The Midstream segment transports crude oil and other feedstocks; delivers refined products to market; provides terminaling and storage services for crude oil and petroleum products; transports, stores, fractionates, exports, and markets natural gas liquids; provides other fee-based processing services; and gathers, processes, transports, and markets natural gas.
The Chemicals segment manufactures and markets ethylene and other olefin products; aromatics and styrenics products, such as benzene, cyclohexane, styrene, and polystyrene; and various specialty chemical products, including organosulfur chemicals, solvents, catalysts, and chemicals used in drilling and mining. The Refining segment refines crude oil and other feedstocks into petroleum products comprising gasolines, distillates, and aviation fuels at 13 refineries primarily in the United States and Europe.
The M&S segment purchases for resale and markets refined petroleum products consisting of gasolines, distillates, and aviation fuels primarily in the United States and Europe. It also manufactures and sells specialty products, such as petroleum coke products, waxes, solvents, and polypropylene. In addition, this segment generates electricity and provides merchant power into the Texas market. Phillips 66 was founded in 1875 and is headquartered in Houston, Texas.
