Job Description:

The Program Area Manager (PAM), matrixed to the Emerging Technologies Business Area (BA) within AS&T;, is programmatically responsible for the execution of a portfolio of programs within the assigned BA. Programmatically, the PAM is responsible for the program as well as the portfolio of programs led by the staff within assigned BA.

Essential Functions:

* Program Area Leader within the Emerging Technologies BA with Profit/Loss accountability
* Lead both New Business Development efforts and Programs Execution for low-TRL technology programs
* Responsible for both strategic and tactical business plans; Participate in weekly ETP BA meetings
* Responsible for discretionary spending in areas such as IR&D;, Capital Expense (CAPEX) and Bid & Proposal (B&P;)
* Coordinate with the Program Area Chief Engineer (PACE) and Business Area Manager for all Programs within the portfolio
* Responsible for implementing capability roadmaps and technical objectives that support the ETP business area overall strategy and goals
* Participate in monthly internal & executive program management reviews
* Participate in facility and infrastructure planning
* Ensure accuracy of the Resource Allocation and Forecasting Tool (RAAFT) contents, coordinate staffing or de-staffing activities with Business Area
* Foster a working team environment where our Agile knowledge-based product development (KBPD) process can thrive
* Provide mentoring and guidance to other Program Managers within the Conceptual Programs area; Develop a strong PMO team
* Build trusting relationships with the customer and be the focal point for customer-facing communications

Programmatic Responsibilities:

* Manage one or more programs within the program portfolio
* Manage all aspects of the program to include cost, schedule and technical performance.
* Work synergistically with the BA or Product Line (PL) Manager and Chief Engineer for the success of the program.
* Ensure aspects of the program such as risk management, configuration management, property management, subcontract management, and security are executed in accordance with contractual and corporate/segment/sector/division requirements.
* Ensure contractual deliveries are met to include Contract Data Requirements Lists (CDRLs).
* Work with company functional leadership to plan, staff and tool the program.
* Primary interface to the customer on behalf of a program or programs.
* Present management data and metrics at internal and external program management reviews.
* Deliver Estimate at Complete (EAC) presentations to company management quarterly.
* Lead proposal generation for the program or programs.
* Support development and execution of new business strategy for the program, portfolio or BA.
* Other duties as assigned.

Required Skills and Qualifications:

Required Experience:

* A minimum of 15 years of relevant work experience in the development or production of defense electronics products.
* A minimum of 10 years of recent Program Management experience, specifically managing development or production of defense electronics products, specifically including EVMS Control Account Manager (CAM) responsibilities.
* U.S. Citizenship
* Existing DoD clearance with current 5 year update
* Ability to obtain and maintain any additional clearances as required

Desired:

* Technical experience in development, testing, and production and deployment of unmanned systems, RF systems or radar.
* Extensive skills, knowledge and experience required for all areas relating to technical program management.
* Excellent problem-solving skills.
* Proficient with Earned Value Management System (EVMS) techniques.
* Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
* Outstanding work ethic and commitment to organizational success
* Proficient with Microsoft Office products, including Microsoft Project
* Excellent communication skills (written, verbal, & presentation)

Educations

* BS in Science, Technology, Engineering or Math (STEM) required.
* MBA or MS degree or equivalent experience desired.
