Regulatory and Spectrum Engineer will be part of the Dish Technology Development team and work very closely with the Regulatory and Engineering teams. This position requires an expert level knowledge in U.S. domestic telecommunications regulatory and policy development, particularly with respect to spectrum, coordination and buildout requirements.

Responsibilities

* Tracking, assessing and reporting of any regulatory actions related to wireless being proposed to or pending before the Federal Communications Commission that are or could be DISH related
* Support Dish's participation in various spectrum-related NTIA committees, ITUs and various other working groups as required
* Establish regulations, technical parameters, and standards governing the use of each frequency band or specific service, if applicable
* Perform engineering analysis needed for filings at the Commission, ITU and other agencies
* Develop procedures and techniques to perform coordination and interference analysis, guide engineering teams on border coordination
* Work with OEM vendors on equipment certification and approvals
* Provide regular summaries to the internal teams on all related proceedings

Required Skills

* Bachelor's degree in Electrical Engineering (or related field) and a minimum of 10+ years of direct engineering experience
* Minimum 10 years' experience in the Satellite, Cellular or telecommunications' industry
* Solid understanding of RF propagation principles, cellular theory, RF engineering tools and antenna theory
* 5+ years of experience in Spectrum Management Engineering
* Experience in GIS and other mapping tools
* 3+ years of direct experience in the application of the ITU Radio Regulations and cross border coordination
* Knowledge of FCC rules, procedures and rule-making processes
* Demonstrated ability to perform complex engineering analysis
* Should have excellent writing and communications skills
