The Project Risk Oversight Senior Vice President is accountable for management of complex/critical/large professional disciplinary areas.

Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Excellent communication skills required in order to negotiate internally, often at a senior level.

Who we are:

Project Risk Oversight (PRO) is a second line of defense function within Citis Operational Risk Management (ORM) function. The PRO was established in 2018, to provide oversight, credible assessment and challenge to project management practices and overall execution of Citis enterprise project book of work.

The mission of the Project Risk Oversight (PRO) is to provide independent and objective governance ensuring the most significant operational, delivery and financial risks related to the Enterprise are identified, prioritized, actioned and raised accordingly.

In doing so, the Project Risk Oversight (PRO) provides credible challenge to project management practices, project delivery, policy and procedures, safety and soundness, and overall reporting via engagement with 1st line, 2nd line and 3rd line partners.

Job Description:

The Project Risk Oversight Group (PRO) is seeking a delivery focused Senior Vice President (SVP) to join a growing team. The SVP will be a strong partner to the Director of Project Risk Oversight in assisting with building the strategic program and completing project risk related BAU activities to support the function.

The candidate we seek is a proven and successful Program Management professional. They will have a track record of successful program delivery at other financial firms while working within a PMO office. This role will have a focus on Governance, Policies and Procedures, Metrics, and Soundness of Programs. The Candidate will be asked to provide independent assessment of the comprehensiveness and effectiveness of project management processes, the inherent operational risks in project management processes as well as strength in execution. It is expected that the candidate will provide credible challenge, feedback and assessment in applicable project reviews and governance forums.

Primary Objective

The Senior Vice President will work with the Project Risk Oversight Director to identify, evaluate, assess, and advise on the adequacy of process, risk, and control structures within Citis Program Management and Operational Entities. Working with colleagues in Risk, as well as Project Management, technology, business and other control functions, the Senior Vice President is expected to contribute to:

* Manage Project Risk Oversight governance, communications, training and reporting
* Contribute to the delivery of Project Risk Oversight metrics and Reporting

Additionally, the candidate will also work closely with the Project Risk Oversight Director to drive transformation and change while implementing and delivering on all ORM-T/C PRO management processes

Responsibilities:

* Partner with Director to develop Project Risk Oversight (PRO) function
* Assist in developing Governance, Operating Models, Engagement Models, Communication Strategy and Communications plans,
* Develop roadmap of governance activities and routines (globally and by Sector) to support Project Risk Oversight activities and Project Risk Oversight Program
* Coordinate agenda, meeting minutes and follow up action for PRO WG, PRO Global Forum, PRO Agile Forum
* Maintain and track a master list of Risks, Issues and Dependencies across the enterprise from a PRO view
* Coordinate updates and related activities in managing the list.
* Create global PRO communications strategy
* Create global communications model
* Create PRO communications to be sent across the enterprise
* Create, schedule and manage all PRO roadshow and presentations
* Create training materials on the Project Risk Oversight function for stakeholders, global functions and lines of business
* Conduct training on behalf of PRO globally
* Revamp PRO SharePoint Site
* Provide credible challenge, feedback and assessment in applicable project reviews and governance forums.
* Contribute to the delivery of Project Risk Oversight metrics and Reporting
* Provide analyzes on a multitude of PM Risk Appetite metrics, PM scorecards/performance management tools in an attempt to mitigate exposure (risk/financial/regulatory)
* Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

* The Senior Vice President should have strong experience and knowledge in Project Management with 12-15 years of experience as a Program Manager or PMO
* Communications and strategy background is preferred
* Strong knowledge of the PMIBOK, SDLC and Agile methodologies are preferred
* PMP, Agile certification preferred
* Additional experience working in a 2LOD risk project management function
* This role is very hands on, with have a get it done mentality
* Outstanding communication and influencing skills will be needed to drive strategy and transformation
* Exceptional relationship management skills; must be able to address and resolve issues
* Detailed oriented with analytical skills, as the role requires a large amount of data review and assessment
* Expert in Microsoft Office Tools.
* Ability to apply in-depth understanding of the business impacts of technical contributions.
* Excellent communication skills required in order to negotiate internally, often at a senior level.
* Requires good analytical skills in order to filter, prioritize and validate potentially complex material from multiple sources.

Education:

* Bachelors/University degree, Masters degree preferred
