Department Overview

Hiring Hall Administration is part of the Human Resources Labor and Talent Operations team, which supports the administration of our collective bargaining agreements.

Position Summary

The Human Resources Hiring Hall Team is seeking a full-time Staffing Consultant who will manage and administer the Hiring Hall staffing process in a safe, efficient and professional manner. Performs the full scope of activities associated with the Hiring Hall staffing process for temporary union job vacancies. Partners with the IBEW and ESC Unions and ensures that vacancies are staffed in accordance with the collective bargaining agreements.

The position will work from your home office through July 6, 2021, but may require occastional visits to the Concord office as business needs arise. If/when a responsible return to the office is identified, this position would be based out of Concord and eventually in Oakland.

Job Responsibilities

* Acts as an expert with interpretation and contract clarification on labor agreements as it pertains to job bidding/hiring hall.
* Consults with clients, Return to Work, Human Resources peers, Labor Relations, Law Department, Corporate Security, IBEW and ESC Unions on Hiring Hall staffing strategy/needs, job qualifications/descriptions, contract interpretation, hiring decisions etc.
* Fills temporary Hiring Hall vacancies in compliance with ESC and IBEW collective bargaining unit agreements
* Recruit, research, and source candidates and develop external search strategies for Hiring Hall
* Analyze, develop and create/refine Hiring Hall procedures and communications
* Systems Knowledge - SAP, HRMS, iConnect and others
* Identify and implement process improvements
* Provides assistance to Leaders and monitors compliance with Contractual and Legal requirement

Qualifications

Minimum:

* High school or General Educational Development-GED diploma
* Minimum of 3 years or relevant work related experience

Desired:

* Bachelor's degree
* Proficient with Excel (reviewing data, creating spreadsheets, running reports)
* Experience working with unions
* Experience working with SAP
* Ability to navigate the organization and use relationships to resolve issues
* Advanced facilitation and coordination skills
* Ability to identify and implement process improvements
* Ability to recruit, research and source candidates
