The Engineering and Manufacturing organization in Azusa, CA, has an opportunity for a Manager of Test Engineering 3. This position is a functional management position providing leadership for approximately 50 employees across managers, engineers and technicians supporting test engineering functions and environmental and payload test facilities. The position is located in Azusa, CA and supports the Space Force Programs business unit within the Payload and Ground Systems Division of Northrop Grumman. The position is currently a direct report to the Director of Engineering and Manufacturing at the Azusa campus.

This position will lead a diverse engineering team supporting test plans, procedures and conducting tests on EO/IR payload and RF Microwave Instrument space products. The function also provides support and maintenance to a full-service environmental test lab including a number of thermal cycle and thermal-vacuum test chambers, vibration test facilities, a large payload test chamber with a state of the art optical bench, and an RF test area.

The successful candidate will have demonstrated experience in test engineering and strong experience in functional management of an organization. This position is responsible for product performance and process excellence for test engineering. This position is a combination of hands-on management of testing activities, management of a test facility, and personnel management. A key responsibility is ensuring that all work products meet program requirements for technical, schedule, and cost while being performed in accordance with test engineering process requirements. This individual will be responsible for test engineering process excellence and lead the review and update of department test engineering and leadership media.

The position is responsible for test engineering labor resource planning, fulfillment of staff to the programs, review and signoff of proposal inputs for test engineering content, and management of test activities for program and indirect activity support. Other responsibilities include functional management activities of expense budget planning, staff recruitment and retention, employee career development and engagement, performance management and annual performance review and merit review processes. The selected candidate will also oversee a bargaining unit of environmental and electronic technicians. This position also interfaces extensively with systems engineering, hardware engineering, software engineering, and manufacturing functions at the campus, as well as with the OPIR and Remote Sensing business areas.

Qualification

Basic Qualifications:

* Bachelor rsquo;s Degree in a STEM field (Science, Technology, Engineering, Mathematics) amp; 7 years of engineering experience
* 5 years of leadership experience
* Ability to obtain and maintain a DoD secret clearance (US Citizenship Required)

Preferred Qualifications:

* Master rsquo;s degree in a STEM field
* 10 years of relevant experience
* Experience in functional and environmental testing of space hardware (component and integrated payload systems)
* Current Secret or SCI security clearance
