Northrop Grumman Space Systems is seeking a full-time Manager 3, Capture Management, for our sector Strategy and Business Development proposal organization. Our managers lead proposal teams across the sector to ensure successful, compliant, and on-time proposal submissions. The proposals we support include top sector priority wins.

The candidate must be able to work onsite in Dulles, VA or Baltimore, MD. Must be willing and able to travel, as needed (up to 25%).

We are seeking a manager with the experience, vision and people skills to execute highly effective proposal efforts with a multifaceted team of proposal participants. Responsibilities include:

* Lead and manage large, complex proposals in response to RFIs, RFPs, and BAAs from DoD, NASA, other U.S. Government agencies, and commercial customers
* Responsible and accountable for timely submission of compliant proposals
* Work with the Capture Manager in the pre-proposal phase to develop messaging and define strengths, win themes, discriminators, and key features of our offering
* During the proposal phase, lead development of proposals in collaboration with the Capture Manager, subject matter experts, and other assigned personnel
* Develop a proposal execution strategy resulting in high-quality proposals
* Develop a proposal plan including schedule, outline, content guidance, assignments, templates, training, and proposal readiness artifacts to support proposal kick-off and efficient proposal execution
* Analyze customer RFPs and define assignments and proposal deliverables to ensure comprehensive flow-down of customer proposal requirements to responsible authors
* Lead development, collection, and review of clarifying questions to be submitted to the customer based on RFP requirements
* Lead the proposal team from RFP release through submission, to include: managing all proposal volumes, conducting daily tag-ups, working with engineers and others to develop content, organize color team reviews, and working with desktop publishing and graphics to prepare volumes for delivery
* Ensure proposal compliance to RFP and configuration control of proposal baseline documents/information
* Communicate effectively with leadership and staff throughout the entire lifecycle of the proposal, both pre- and post-RFP
* Coach and mentor proposal team members
* Maintain a positive environment within the proposal team throughout the proposal process
* Conduct ongoing risk management addressing volatility in proposal requirements, deadlines, and our offering.

Qualification

Basic Qualifications:

* Bachelor rsquo;s degree
* 5 years rsquo; proposal experience for U.S. Government customers

* 3 years rsquo; experience in a leadership and/or management role
* Experience managing a competitive proposal of $20M in value or greater
* Experience training, leading, and directing activities of team members through execution of a formal proposal process
* Knowledge and understanding of the U.S. Government rsquo;s competitive acquisition process including federal procurement regulations (FAR/DFAR)
* Must be able to obtain and maintain an active U.S Government security clearance

Preferred Qualifications

* Active security clearance (DoD Secret, Top Secret, and/or SCI)
