Northrop Grumman 39;s Price Cost Estimating organization within the Strategic Space Systems Division (SSSD) is seeking a Principal Proposal Analyst to join our team of professionals in Redondo Beach, CA.

In this role, the Principal Proposal Analyst will research and analyze company historical and industry data, develop cost estimating approaches, techniques or models to support division pricing and estimating and proposal effort. In addition, will lead program Cost Contract Data Requirements List (CDRL) development and proposal cost data deliverables as well as provide direct proposal leadership. This position requires a Department of Defense (DoD) Top Secret (TS) clearance or a clearance that includes a Single Scope Background Investigation (SSBI). Also required is the ability to obtain Specialized Compartmented Information (SCI) Access.

Responsibilities include but are not limited to:

* Supervise the collection and accumulation of cost, scheduling, and performance data for cost database, normalization, and estimating purposes
* Lead data homogenization, standardization, normalization for SWBS and database efforts
* Identify applicable metrics and analysis from data sets for capture and proposal use
* Lead the development of estimating factors, regression analysis and CERs
* Organize and estimate initial ROM, BPEs, or cost targets for large/complex efforts
* Establish interfaces with key technical/engineering population
* Lead development of Hardware/Software data sheets with technical staff
* Lead customer fact finding, updates, and corrective actions
* Lead Task Description/Basis of Estimate reviews for compliance and adherence to the program or capture plan (analogous, parametric, CERs and engineering estimates)
* Lead Color team reviews, perform estimate crosschecks
* Distill and advise salient cost issues, opportunities and risks to senior leadership
* Lead should-cost and pricing reviews
* Review cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements
* Create and manage a standard data visualization strategy including standard reports, graphs and analysis to be integrated with datasets and tools
* Supervise the maintenance of existing models and tools
* Integrate the utilization of in-house and commercial models and S/W tools with business areas
* Lead engagement with industry focus groups and councils on behalf of Pricing Cost Estimating organization

Qualification

Basic Qualifications:

* Bachelor 39;s Degree
* 5 years of experience as a proposal analyst with working knowledge of statistical analysis OR; 3 years of stated experience with a Master rsquo;s Degree
* Advanced proficiency with MS Office Suite, specifically Excel, PowerPoint and Word
* Current and active DoD TS clearance and/or SCI clearance

Preferred Qualifications:

* Ability to evaluate a range of datasets, integrate analysis, and articulate salient conclusions or recommendations to management
* Experience using industry cost estimating tools such as SEER-H, SEER-SEM, USCM a plus
* Degree or some prior experience/background in quantitative study or field (e.g. econometrics, quantitative finance, statistics, applied or theoretical math, data science or machine learning)
* Advanced experience with Excel (Visual Basic, Power Query) or other data visualization such as Tableau or Power BI experience a plus
* Persistence and tenacity to meet deadlines in a challenging, multi-tasking environment
* Promote innovative or improvement initiatives for data storage, analytics, and visualization
* Excellent communications skills and leadership competencies
* Ability to perform and apply cost accounting, estimating concepts and principles
