GDIT is seeking a Task Order Lead - Business Applications to join our team supporting the U.S. Department of Energy's (DOE) Office of the Chief Financial Officer (OCFO), Office of Corporate Information Systems to provide Operations and Maintenance (O&M) Support Services of their Corporate Business Systems (CBSOM).
As the Task Order Lead - Business Applications supporting the DOE Standard Accounting and Reporting System (STARS) / Southeastern Power Administration (SEPA), Strategic Integrated Procurement Enterprise System (STRIPES), and Funds Distribution System (FDS) 2.0, you will lead the team supporting the enterprise-wide financial management, budgeting, acquisitions management and other business applications.
You will support DOE's Corporate Business Systems, used by over 14,000 users to fulfill the agency's mission to promote energy independence, progress scientific research, and protect the nation through nuclear security.
You will be part of a 60+ person team supporting DOE on multiple task orders under our Blanket Purchase Agreement (BPA). You will be accountable and responsible for the Business Applications task order, and also serve on the Program Leadership team with other task order leads. You will interact extensively with GDIT program leadership and DOE OCFO leadership and DOE stakeholders.
BPA services include task order management, database management, IT security, Tier 1 help desk, support of various business applications for financial management and acquisitions management, and business intelligence. Services on this single award BPA with a Period of Performance through early 2028 will be performed at the DOE office located at 20300 Century Boulevard, Germantown, MD, 20874. As DOE's core financial accounting system, STARS is a financial management system that provides the foundation for linking budget formulation, budget execution, financial accounting, financial reporting, cost accounting, and performance measurement. STARS is DOE's implementation of Oracle Federal Financials, and processes DOE's accounting information with the following modules: Federal Administrator, General Ledger, Purchasing, Accounts Payable, Accounts Receivable, and Fixed Assets.
The system also includes budget execution functionality associated with recording appropriations, apportionments, allotments, pre-allocations, and allocations, and provides funds control for commitments, obligations, costs, and payments. STARS generates DOE's quarterly and annual Consolidated Financial Statements, as well as over 600 hundred financial and managerial reports. The Southeastern Power Administration (SEPA) also uses Oracle Federal Financials and utilizes the same modules as DOE STARS.
The STRIPES is DOE's version of Unison Software Systems' PRISM web-based software. It is used to plan, issue, and administer DOE's unclassified procurement and financial assistance awards. STRIPES contains workload management, workflow, and reporting capabilities for both internal and external purposes. STRIPES also uses Oracle Application Server's OSB component to facilitate integration to other internal DOE systems.
The FDS 2.0 is an enterprise Agency solution established as a key initiative to provide full visibility of funds distributed throughout the DOE and to improve and modernize the funds distribution process. Funds distribution by its nature is a key enabler of financial visibility within DOE enterprise systems. FDS 2.0 serves as a collaboration tool where planned and coordinated funds distribution execution takes place.
Duties and responsibilities will include, but are not limited to:
* General task order management -
* Overall management of the Task Order
* Staffing of the Task Order team
* Ability to provide leadership, interface with the client and other team leads
* Create/maintain project plans and manage resources
* Ability to leverage existing and emerging technologies
* Provide technical expertise and guidance to staff and management
* Interact with the end-user and IT team leads/members on the development, functional and technical teams
* Possess excellent English written and verbal communication skills and the ability to prepare and conduct presentations and prepare written reports as required
* Present project plans, status and progress reports to the Project Managers or Senior Consultants
* Capable of handling multiple priorities, following configuration management and system life cycle development processes and procedures, and following IT service management processes
* Assists with the NIST Accreditation and Authorization (A&A) process
* Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
* Manage Task Order spending within financial budget for each period of performance
* Keep the CBSOM Program Manager up to date on Task Order activities, risks, issues, and action items
* Coordinate team activities with other Task Order Leads and teams
* Business Applications specific - Leads team in providing O&M services, including:
* Maintain the interface between STARS and SEPA
* Leads the functional and technical team in the daily operations and maintenance of STARS, SEPA, STRIPES, and FDS business applications, including upgrades and enhancements
* Provide subject matter expertise for Oracle Federal Financial modules: Purchasing, Accounts Payable, Accounts Receivable, Fixed Assets, General Ledger, and Federal Administrator
* Provide subject matter expertise for PRISM functionality: Pre-Award, Award, Post-Award
* Provide subject matter expertise for Oracle Hyperion functionality: Budget Formulation, Appropriation, Apportionment, Allotment, Reprogramming, Allocation, and other functions
* Work with Oracle Support on service requests and patches
* Modify, enhance, and develop reports based on user requirements. There are 600+ custom reports.
* Support month-end, quarter-end, and fiscal year-end processing and reporting
* Participate in change request process from inception through deployment, including impact analysis
* Monitor and control interface processing
* Support error handling, data reconciliation, and data quality
* Manage Help Desk tickets that have been escalated to Tier 2 or Tier 3
* Support 500+ STARS users, 3,400+ STRIPES users, and 300+ FDS users
* Maintain the FDS 2.0 collaboration website content
Minimum Requirements:
* Bachelor's degree in Computer Science, Information Systems, Engineering, Business, Management, or other technically related discipline with a minimum of 7 years of increasingly responsible management experience in Oracle Federal Financials, Oracle Hyperion, and Unison PRISM. Without a degree 8-10 years of relevant experience is required.
* Must have experience leading and managing a team of 25+ people.
* Minimum 5 years of relevant experience with task order management including staffing, status reporting, risk and issue management, and financial management.
* Experience driving continuous improvement of business processes and technical operations.
* Good team player, able to manage multiple assignments, and adapt to changing client needs
* Outstanding written and verbal communication skills with the ability to present to business leaders
* Must be able to obtain and maintain a DOE Clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

Desired Qualifications:
* A currently valid Project Management Institute (PMI) Project Management Professional (PMP) Certification
* ITIL v3 or v4 certification
* Experience with ServiceNow for incident management, problem management, and service request management
* Experience with Oracle SOA, Oracle Identity Management, and Oracle RAC
* Previous Department of Energy experience.
