Job Description

**Fluor Experience as a Project Manager or Area Manager is strongly preferred for this position.**

Summary
The Project Manager leads a cross-functional group of Project Team members, assembled to successfully execute a set of project objectives. The Project Manager ensures that the project objectives safely meet the Project Owners requirements and are fulfilled within cost and schedule constraints. Coordinates and administers a project from project planning, engineering, and procurement through construction and start-up. Establishes and maintains liaison with the customer throughout the entire project to resolve problems and coordinate service functions. Participates in planning and establishing schedules, forecasts, budgets, parameters, etc., and monitors progress to assure schedules are met and work is performed safely within budget. Provides assistance in the review of contract documents.

Job Duties
1. Safety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
2. Leads the Project Team to ensure that project work is executed in a safe, cost -effective, and compliant manner while meeting project performance objectives and goals.
3. Project managers are overall responsible for all project activities including; project safety, project quality, project execution to cost and schedule baselines, management of deployed project personnel.
4. Reviews and approves project budgets.
5. Oversees design engineering as applicable to the assigned project(s), works closely with Engineering Manager to ensure customer requirements of project are being met while following engineering standards and best practice.
6. Reviews and presents as required project progress reports, develops forecasts and oversees appropriate corrective action(s) when necessary.
7. Manages the project personnel and coordinates their assignments. Develops and approves manpower needs and maintains staffing levels at current and projected workload.
8. Responsible for the activities of all assigned project personnel including but not limited to; construction managers, subcontractor technical representative, project field engineer, project controls personnel, project quality personnel, project safety personnel and project financial personnel.
9. Adheres to policies and programs concerning the Associate Laboratory Directorate for Capital Projects.
10. May serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing and controlling costs and schedule performance for a project or sub-project and serve as a point of contact for project controls, including account scope, schedule, budget and technical performance. Leads efforts to ensure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews, determine cause and effect of schedule or cost variance and define achievable corrective action plans. May be expected to present project management performance plans, status updates, trends, or issues to federal sponsors.
11. Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.
Job Knowledge
Knowledge of all phases of projects relating to engineering, procurement and construction activities including their interfaces and interdependence. Ability to establish and maintain strong and effective customer relations.
Thorough knowledge of all aspects of project management tools and techniques relating to all project activities.
Responsible for managing, coordinating and administering major projects that may involve several Laboratory organizations.
Ability to manage large projects and to take corrective action, monitor work, manage conflict, and coordinate the activities of others, including joint ventures, alliances and consortium.
For positions also serving as a Control Account Manager (CAM), subject matter expertise and proven experience with project controls and/or project management, project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports and subject matter expertise and proven experience with engineering functions and principles required to understand and successfully implement and monitor technical projects.
Expert level knowledge of Earned Value Management System (EVMS) tools and processes.

Basic Job Requirements

Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Participate in Fluor University courses for continued learning experiences
Utilize Knowledge Management processes to capture, support and leverage relevant knowledge to enhance project execution

Participate in sales and marketing efforts as requested

Preferred Qualifications

Experience as a Fluor Project Manager or Area Manager is strongly preferred.

Certification in project management suggested, for example, Project Management Professional (PMP)
