Job Description

Facebook is looking for a policy expert with experience analyzing policy trends, developing policy research, and drafting issue papers to join our Public Policy and Privacy team. The team's mission is to develop privacy-protective and innovative approaches to data that help bring the world closer together and improve people's lives. The ideal candidate for this role has knowledge of trends and emerging issues in government surveillance and restrictions on cross-border data flows; and experience analyzing policy research and legislation, and drafting analyses and position papers for internal and external audiences, including industry groups, policymakers, and regulators. They should be creative thinkers who are interested in developing novel approaches to policy challenges. They should also have good instincts about effective ways to present policy proposals and support for various audiences. Candidates should be able to work independently, collaboratively with internal partners around the world, and should be clear communicators. They should be familiar with online consumer services, and be passionate about the services we provide and the people that we serve. This is a great opportunity to work on novel technology policy issues at the intersection of the human rights to privacy and freedom of expression and data security in an exciting environment.

Privacy & Data Policy Manager Responsibilities

* Track policy and legislative trends related to privacy and data use and share insights with internal partners to help guide development of products and policies

* Gather and develop external research to help develop and support Facebooks policy positions on legislative and regulatory issues

* Create policy position papers for internal and external audiences on a range of privacy regulatory matters

* Develop content for global audiences to further FBs legislative and policy positions (e.g., op-eds, position papers, etc.)

* Work closely with a cross-functional global team on privacy matters

* Represent Facebook at meetings and public-facing events

* Domestic and international travel is likely after COVID restrictions have lifted

Minimum Qualifications

* Bachelor's degree

* 5+ years of experience working in policy research and advocacy on privacy, data security, and human rights issues

* Current knowledge of privacy policy issues and trends, particularly related to encryption, surveillance, and cross border data flows

* Experience analyzing and drafting legislation, and writing short- and long-form educational materials and talking points

* Knowledge of and interest in emerging technologies, Facebook products, and law enforcement and intelligence agency access to data

* Experience navigating dynamic work environments and prioritizing multiple simultaneous projects

Preferred Qualifications

* Masters Degree, JD, or other advanced degree

* Relevant relationships with key stakeholders in civil society, academia, industry, and government

* Expertise in US surveillance law, including the Stored Communications Act, Wiretap Act, and Foreign Intelligence Surveillance Act

* Experience tracking and engaging on legislation in different regions around the world, and collaborating with local stakeholders
