Job Summary

This is a professional position responsible for accounting and on-site office management functions at the DTE Philadelphia site. Work involves performing difficult and complex services requiring a high level of independent judgment, initiative and discretion. Work is under general supervision with work results reviewed through the achievement of results desired and adherence to Company and Customer (PIDC) policies and procedures.

Key Accountabilities

* Performs and fully understands the billing and accounting for the utility accounts at The Navy Yard
* Manages PIDC electric utility Accounts Receivable including government, private/commercial and public/private university customers
* Maintains meter and customer master data
* Firm understanding of Advanced Metering Infrastructure
* Point of Contact for Meter Data Management System and external vendors
* Administers customer electric service contracts, deposits (escrow accounts), and customer account data and performs required transactions for account changes (including new, relocating and departing customers, and other existing customer account data updates)
* Prepares and processes payment requests for all PIDC utility expenses
* Maintains electricity commodity volume tracking report for goods purchased and sold including monthly, YTD, annual reconciliation of PECO and DTEP meter reads.

Key Accountabilities

* Prepares monthly management reports communicating the financial performance of PIDC electric utility
* Administers PIDC tariffs, including analysis, documentation and implementation of rate changes
* Provides courteous and responsive service to PIDC electric utility customers (Navy, commercial and industrial businesses)
* Participates in the preparation of the annual utility budget by providing historical and statistical data
* Understands and adheres to internal control policies and procedures, and adheres to best industry practice
* Screens and prioritizes mail and telephone calls, and follows through as needed
* Manages administrative projects/programs and day-to-day office activities including purchasing process, time entry and expense reporting
* Processes requisitions and issues completed purchase orders
* Compiles and sends weekly packages to home office in support of purchase-to-pay process
* Assists with hourly employee time keeping
* Assists home office accounting department as necessary
* Month-end accruals and status of open purchase orders
* Invoicing for completed project work

Key Accountabilities

* Evaluates processes for improvements, makes recommendations and provides guidance to other staff regarding office policies/procedures as needed
* Updates and organizes financial, customer records/files
* Maintains office supply inventory and maintains all office equipment
* Composes routine and non-routine written business correspondence
* Supports Operations Team from an administrative standpoint
* Proactively participates in the design and adoption of new technology and work processes in support of The Navy Yard Grid Modernization program.
* Performs all other related duties as assigned

ADDITIONAL DUTIES AND RESPONSIBILTIES

* Fills in for O&M Technicians as directed
* Assists with cable testing, fault locating, switchgear change over and restoration as directed
* Assists with Preventative Maintenance and new installations as directed
* Updates site CMMS
* Uses knowledge of grid operations and maintenance to assist with capital projects as directed

Minimum Education & Experience Requirements

An Associate's degree or equivalent from an accredited two-year college or technical school in Accounting, Finance or a closely related field of study. Working knowledge of Advanced Metering Infrastructure and Utility Billing Process. A minimum of two years experience in accounting or an equivalent combination of education and experience, to provide for the following:

* Intermediate knowledge of Microsoft Word and Excel
* Firm understanding of Meter Data Management Systems (MDMS) and experience with these systems is a PLUS
* Experience in preparing analyses and reports
* Working understanding of GAAP
* Excellent/effective interpersonal, team skills
* Ability to meet deadlines and manage multiple tasks

WORKING CONDITIONS

The employee performs the majority of their job duties in a climate controlled office environment, with a usually moderate noise level. While performing additional duties of this job, the employee may work in an industrial environment, remotely in substations and switchyards, and outdoors as required. Work may be required near moving mechanical parts and/or machinery. The employee is occasionally exposed to fumes or airborne particles and vibration. Position may require the employee to work alone in a variety of environments.
