L3Harris, Communication Systems-West is seeking a talented Systems Engineer to join our Systems Engineering Team. The Communications Systems, West division located in San Diego, CA is a global leader in design, development, integration and test. Our organization specializes in SHF SATCOM, Electronic Warfare Systems, HF/VHF Tactical Multi-band Software-Defined Radios, Threat Simulators and Millimeter Wave Obfuscation Systems. We also integrate sophisticated ground-based SIGINT systems into mobile platforms such as Prophet and complicated intelligence systems into mobile tactical platforms for IMINT and GEOINT data collection and processing.
The Systems Engineer will be responsible for data link systems technology from conceptual development through product phase-out. This includes proposal support, requirements analysis and management, task planning, technical documentation (including generation of Statements of Work and specifications), design oversight participation, design synthesis in a multi-functional engineering environment, build and test support, subcontract control, risk management input, and system deployment and in-house technical support during the operational life-cycle of the system.
Essential Functions:
* Performs modelling, analysis and provide system engineering algorithm solutions to complex communication problems.
* Applies understanding of PHY/MAC cross-layer algorithms, shared radio resource management algorithms, complexity analysis, and optimization algorithms to enable interference mitigation in multi-user communications environment.
* Assists in the design, development, and execution of the technical aspects of programs to ensure the system meets its stated requirements.
* Assists the development of system architectures, white papers, request for information (RFI) responses, technical bids, and technical volumes in support of business development pursuits and proposal activities.
* Leads the development of technical specifications.
* Performs technical research to develop the appropriate systems architecture to meet customer requirements.
* Employs best practices, tools and techniques and applies processes and methodologies to design and develop new products or modify existing products.
* Recommends new or improved design solutions and processes; reviews literature, patents and current industry practices of relevance to assigned project.
* Ensures technical performance, quality, and adherence to schedule.
Support Functions:
* Assists in the capture and/or management of customer and derived requirements, decomposition and assignment of requirements to appropriate functional areas of responsibility, ensuring traceability from a verification test matrix back to original customer and system level derived requirements.
* Assist interface control documents, test plans and procedures, analyzes configuration and processing solutions, and tests conformance to specifications.
* Follows processes in conformance with established policies and objectives.
* Coordinate the efforts of technical support personnel and mentor and/or provide work leadership.
* May provide technical consultation to internal organizations and/or customers.
* May evaluate vendor capabilities to provide required products or services.
Minimum Qualifications:
* An ABET (EAC/CAC) accredited Bachelor's of Science degree in Electrical Engineering, Computer Science or Computer Engineering discipline is strongly preferred, or equivalent technical education and experience (5-15 years related experience).
* Understanding of communication system network, RF communications and link budgets
* Understanding of engineering architecture and design concepts along with basic understanding of the engineering practices and procedures required to develop, test and deploy systems.
* Presentation and communication skills (verbal/written/visual).
* Problem solving skills and the ability to meet critical deadlines.
* Ability to productively contribute work, ideas and collaboration as part of a team.
Desirable Qualifications:
* Master of Science degree or PhD in Electrical Engineering, Computer Engineering with 4+ years of academic research or work related experience
* Proficient in Probability and Statistics and Digital Communications
* Familiarity with SATCOM waveforms.
* Knowledge of the system trade space in software defined radios/modems from the RF front end to back end digital signal processing
* Experience in algorithm development and using simulation tools such as Matlab/Mathematica
* Experience in product development (preferably in military application environment).
* Experience managing and tracing requirements through the DOORs application.
