Capability Analyst is a critical position, requiring an understanding of the vision of a capability and/or product from the point of view of multiple customers, end users and multiple stakeholders. The primary role of a Capability Analysts is to support the end-user, customer and stakeholders of the product by unlocking value on their behalf.
The Capability Analyst needs to be able to navigate the enterprise and gain a firm understanding of each of Optum's unique business needs to be successful. They work closely with the development, product and operations teams and partners to ensure business needs are being delivered according to expectations. The Capability Analyst is responsible to take direction from Capability Owner(s) to support decisions that impact the platform and does so in alignment with the capability, Optum business strategy and governance.
This Capability Analyst role will focus on maturing and deploying Client & Product data management capabilities across the enterprise. Part of a team focusing on providing a single source of reference of linked E2E client-product relationships, and the related business events that impact those relationships, across the client lifecycle. This includes all relevant information about our clients, with a specific focus on the critical leading indicators that make our clients happier and relevant information that optimizes Optum's performance for them. Scope includes Optum's relationships with select internal operations across the client lifecycle - examples include sales, contracting, implementation, client setup, service management, and billing. Capability functions include enabling a standardized enterprise structure of client & product data, the streaming of data both within and across all lines of business and participating in governance of data standards / best practices. Additionally, maintaining the Optum Product Taxonomy, modifications to the product data structure and communicating changes to applicable business partners.

Primary Responsibilities:
* Act as liaison between an organization's development team and end users, responsible for determining the features of a product prior to its release. Partner with key program stakeholders and subject matter experts (SMEs) to identify value add enhancements
* Participates and/or facilitates client and product data stewardship conversations across LoBs, ensuring agreed-upon enterprise standards are defined & maintained, while supporting business-specific customizations/needs as agreed upon by the data governance committee
* Support User Stories and acceptance criteria for easy comprehension by the development team, ensuring stories get to ready status. Includes establishing acceptance criteria for easy comprehension by the development team and proactive participation in end user testing
* Understand the flow of work through the Program Backlog Features and User Stories). Support deadlines for product development as well as release date for products
* A participant in biweekly Sprint Demo/Reviews including the aggregate one at the end of the PI
* Understand client-product standardized data structures, modeling, and deployment to various downstream users
* Create specifications to bring data into a common structure, create product specifications and models, develop data solutions to support analyses, perform analysis, interpret results, develop actionable insights and present recommendations

Preferred Qualifications:
* Bachelor's degree in Management Information Systems, Business, Health Administration or related field
* Experience with Product and/or Company data structure (i.e. taxonomy, metadata)
* Business Analyst work on software development project(s)

* Experience with distributed event streaming platforms, especially Confluent / Apache Kafka
