Department Overview

Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Gas Operations is responsible for all aspects of PG&Es gas distribution and transmission operations, including planning, engineering, maintenance and construction, restoration and emergency response.

Position Summary

Responsible for the management of maintenance and construction contracts in Gas Operations. Works closely with key operations departments and key functions including project managers, construction managers, engineering, legal, sourcing and others to ensure that all contracts for projects are enforced per the general and project-specific conditions. Engages in contract onboarding, change order management, issue resolution and risk management, claims and dispute management, and contract close-out. Maintains and builds relationships with critical supplier representatives.

Job Responsibilities

* Takes ownership of vendor relationships.
* Thoroughly understands contract requirements and proposes contract template changes as required.
* Consults on the development of contracts, bids, agreements, and request for proposals (RFPs), working with Contract Specialists and key stakeholders.
* Performs contract onboarding including contract terms validation, internal mobilization and supplier mobilization.
* Prepares and delivers contract status reporting. Negotiates change order terms within contracts, bids, and agreements.
* Performs contract audits and drives implementation of lessons learned.
* Performs analysis of contracts and identifies solutions to mitigate and/or minimize vulnerabilities. Resolves disputes with vendor on contract interpretation with little or no guidance
* Provides coaching and training to less experienced contract managers.
* Performs root cause analysis on highly complex processes that have cross functional impact.
* Develops innovative process solutions to address complex business issues. Presents findings and proposed recommendations to leaders.
* May manage cross-functional projects or initiatives

Qualifications

Minimum:

* Bachelors degree or equivalent experience
* Five (5) years of experience in a similar role managing contracts for major heavy civil, pipeline, or industrial construction projects

Desired:

* Bachelors degree in Construction Management or related discipline
* Certification such as one of the following or related: Project Management Professional (PMP), Program Management Professional (PgMP), Certified Cost Engineer (CCE)
* Experience with quality assurance (QA) and quality control (QC) regarding contract documents. Experience in construction project controls, cost estimating, and scheduling. Experience in transmission pipeline construction. Utility industry experience.
