Job Description

Functional Responsibilities: The Contractor shall identify a Chief Operations Engineer that will be the Contractor's lead for operating and maintaining the Department's critical Information Technology (IT) infrastructure:

Manages a team of data communications technicians and analysts who maintain and support data and video communication systems in an Information Technology (IT) client/server environment, such as firewalls, modems, bridge, routers, gateways and communication servers, within the organization. Identifies issues and appropriate courses of action. Researches and oversees implementation of new technologies. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to a head of a unit/department.

Minimum/General Experience: Requires ten years experience in software/hardware LAN and WAN network design and analysis.

Experience should include:
* Applying a systematic approach to operate and maintain a critical Information Technology Infrastructure similar in size and scope;
* Knowledge of and experience working with current and emerging network and infrastructure technologies;
* Knowledge and experience in operating and maintaining critical infrastructures similar in size and scope;
* Experience with the management and supervision of a significant number of staff (80 or more) of various labor categories and skills in project similar in size and scope;
* Demonstrated written and oral communication skills, including experience in presenting material to senior and day-to-day Government officials;

Minimum Education and Certifications:
* A Bachelor's degree in computer science/systems, information systems/technology, engineering/engineering technology, software engineering/programming, management, natural sciences, social sciences, mathematics or business/finance.
* Cisco Certified Network Professional (CCNP) certified
* Microsoft Certified Systems Engineer (MCSE) certified;
* PMP Certified or equivalent preferred; and
* ITIL Certified (current) or equivalent.

Education and experience requirements may be substituted with:

A Master's Degree (in subjects described above) and five years general experience of which at least three years must be specialized experience. No degree and eleven years general experience of which at least nine years is specialized.
