Job Description

The Department of Homeland Security (DHS) Immigration & Customs Enforcement (ICE) Homeland Security Investigations Office of Intelligence (HSI Intel) collects, analyzes and shares timely and accurate intelligence on illicit trade, travel, and financial activities with a U.S. nexus. The HSI Intelligence analysts are responsible for identifying patterns, trends, routes and methods of criminal activity; predicting emerging or future threats; identifying potential systemic vulnerabilities; identifying methods to mitigate those vulnerabilities and providing critical information to law enforcement and our intelligence community partners of interest.

The Intelligence Enterprise Services Division (IESD), Training and Professional Development Unit (TPD) designs, develops, assesses, and delivers intelligence training through a diverse set of training, education, and professional development programs to the HSI workforce.

Primary work location is at the HSI Intelligence Training Center in Rosslyn, VA.

Seeking a Training Developer to join our team in Arlington, VA

Must be a US Citizen with an active Secret clearance and able to obtain a TS/SCI.

Experience in Instructional Systems Design (ISD) using a training process similar to the Analysis, Design, Develop, Implement, and Evaluate (ADDIE) training program development model.

Experience developing training materials compliant with Americans with Disabilities Act, Sections 504 and 508.

Specialized intelligence-led Law Enforcement (LE)/policing experience. Demonstrated experience in providing subject matter expertise to effectively deliver intelligence training modules in a blended learning environment (classroom, web-based, mobile training, synchronous and asynchronous)

Instruct collection and exploitation of Publicly Available Information (PAI) via use of OSINT tools

Instruct t exploitation of social media and public accessible databases
Instruct the gathering, synthesis, and analysis of open source intelligence information in support of objectives related to counterterrorism, counternarcotic, and other areas of the HSI mission
Provide input to curriculum development for OSINT training requirements
Provide support creating technical papers, and other tasks as directed by customer
Outstanding communication skills

DESIRED QUALIFICATIONS: BA or equivalent + 10 yrs related experience, or MA + 8 yrs related experience. Experience with Microsoft Office.
