Job Summary
This role is responsible for providing subject matter expertise and manage specialized support services unique to System Operations. The incumbent ensures project results meet requirements and provides timely and accurate information and status updates to management and internal and external customers. Responsible for complex scope, cost development, validation and/or Government cost quotes, complex permitting, work plans, and environmental studies. Multi-process responsibility for on base activities. Active participation in Re-determination negotiations. THIS JOB IS NOT PART OF A PROGRESSION WITHIN A JOB SERIES.
Roles and responsibilities include:
* Provide and manage specialized support services:
* Specialized Audio-Visual (AV) systems including the video walls.
* Electromagnetic Pulse (EMP) Protection systems
* Telecommunications infrastructure such as the Distributed Antenna System, specialized voice and data systems, including:
* AVTEC communications interface
* Satellite Telephony
* Maintenance contracts for third-party support of System Operations assets, including:
* AVTEC and AVAYA telephone systems
* Distributed Antenna System
* Audio-Visual equipment
* Provide liaison with SOC support functions, including Security and Facilities support services.
* Participate as a subject matter expert in industry resiliency initiatives through:
* North American Transmission Forum NATF
* Electric Power Research Institute EPRI
* Electricity Subsector Coordinating Councils Resilient Communications Working Group ESCC RCWG
* Electric Infrastructure Security Council EIS Council
* Equipment Performance:
* Monitor equipment performance and life cycle needs.
* Propose replacements or upgrades as conditions warrant.
* Propose and manage projects of strategic value to System Operations and Electric Transmission
* EMP initiatives such as the EMP-hardened bNet radios
* Private Long-Term Evolution (P-LTE) cellular communications.
* Perform other duties as requested or assigned.
*Relocation can be offered to the successful eligible candidate
Required Knowledge, Skills, Abilities & Experience
7+ years of demonstrated experience in project management, telecommunications infrastructure, data communications and / or field experience with a preferred Bachelor's degree (or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education)
Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications; A masters degree can count as one year experience)
* Ability to develop, manage and monitor project performance to ensure results meet project requirements and schedules
* Ability to resolve technical problems, operational challenges, and implement changes
* Ability to respond to changing conditions and requirements, evaluate options, and implement changes
* Ability to work and develop rapport with all levels of management and staff
* Ability to represent the project and the company in public forums
* Strong team building skills
* Effective negotiating skills
* Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities
* Ability to manage multiple contractors and vendors
Preferred:
* Demonstrated knowledge, skills and abilities from experience related to EMP Protection systems and AVTEC and AVAYA telephone systems
* Project Management Professional Certificate (PMP)
* Electric transmission and/or distribution field experience
* Data communication technologies, systems, and protection
* Engineering work experience
