Raytheon Intelligence & Space (RI&S) has an exciting opportunity guiding a team of cost estimating professionals and leading all proposal and capture efforts within the Space & C2 PL. The chosen candidate will be responsible for all competitive, strategic proposal efforts as well as follow-on, sole sources proposal activity. This is a highly visible position that will require extensive collaboration with cross-functional proposal teams, subcontractors, customers and Senior Administration across a geographically dispersed organization. The selected candidate must be able to work under deadlines and constraints as well as have the ability to multitask across a variety of task. This role is responsible for guiding a department of 14+ (and growing) professionals in the implementation of all finance front end of the business and proposal activity. This position will partner with functional leadership in supporting C2 financial implementation and maintenance.
The effective candidate will be responsible for guiding a diverse portfolio of proposal activities, promote key front end of the business proposal knowledge across the C2 organization, and facilitate collaboration with members of Space Systems area in SC2. This candidate will support capture efforts and timely management of early gate reviews, process compliance and transitions to the cost volume team. They will work on a team to formulate teaming decisions, pricing, and strategic win strategies on Classified and Unclassified proposal activity.
Specific areas of responsibility include but are not limited to the following:
- Top level proposal planning and control guidance as well as the ability to summarize, package, and present information to all levels of management.
* Developing proposal pricing strategy, business case and ROI modeling
* Cultivating a cohesive proposal team
* Encouraging compliance to FAR/DFARS, RFP, and Estimating System requirements
* Creating complex cost models, and developing robust cost rationale, tests of reasonableness, audit responses, and negotiation strategy.
* Interacts with managers, directors and VPs across SC2 on financial matters regarding competitive and sole source proposal activity
* Develops cost strategies, forming proposal cost team, supporting cost volume activities in the development of proposals in accordance with request for proposal (RFP) specification.
* Responsible for directing activities to meet critical deadlines with accurate and auditable data
* Responsible for hiring, developing and managing a staff of professionals.
* Establishes, interprets, and recommends modifications to operating policies and procedures that improve the platforms financial position.
* Ensures adequate financial controls that provide a balance between finance goals and operations goals.
Required Skills:
* Minimum of 12 years of experience in proposal development, finance or accounting
* Experience working as a member of an overall proposal or program implementation team including program management, finance, contracts, business development, and other functional organizations.
* Front end of the business/competitive proposal experience
* Demonstrated ability to work in a team environment and lead teams to success and develop talent
* Excellent oral and written communication skills to include executive level interaction
* Ability to understand RTX company proposal related policies, procedures and concepts.
* Demonstrated ability to be proactive, creative, and innovative and use critical and strategic thinking
