The SM-3 IB Quality Manager (QM) promotes strong program Quality mindset, practices, knowledge sharing, and collaboration. Oversee implementation of PL strategic quality improvement plans in program. Identify/implement specific quality improvement activities to prevent defects, escapes, and establish sustained performance. Remove roadblocks, address systemic issues, and champion Quality culture. Manage Quality personnel performance and development activities, implement functional initiatives, ensure compliance to the Quality Management System (QMS) and Mission Assurance Provisions (MAP), manage customer relationships, and be active participating leader in SM-3 IB Program Leadership Team.
POC and responsible for quality management activities for Production, Development and Sustainment programs.
Although this position is located in Huntsville, AL the need for significant travel to Tucson, AZ will be required (25%-35%) to maintain engagement with assigned Tucson, AZ based personnel an other cross-functional peers.
Major responsibilities include but are not limited to:
* Ensure inclusion of Quality requirements, planning, and consistency for program proposals, proposal modification and contract requirements.
* Experience to include contract management and bid and proposal responsibilities.
* Experience with financial accountability and reporting tools
* Program Quality liaison across pertinent factories, and customer quality organization construct (MDA, DCMA,
* Navy Tech Rep, and industry) to respond to all escalations and collaborate with cross-functional teams
* Partnering with Program Leadership Team to define and implement quality improvement strategies
* Leading in the collection and analysis of quality performance date to drive improvement and predictions utilizing SPC.
* Manage the daily activities and professional development of a team of 7
* Provide resources to team activities to eliminate defects, reduce/eliminate re-occurring nonconformance through effective root cause and corrective action investigations, and utilize metrics to identify systemic issues and reduce Cost of Poor Quality (COPQ).
Required Skills:
* Minimum of ten (10) years of documented Quality Engineering experience
* Experience managing a team of multi-disciplined/multifunctional teams in highly-matrix environment
* Experience leading change management strategies to drive performance improvement across an enterprise
* Experience creating and executing strategic plans and innovative ideas to meet business objectives
* Experienced in the development of Contract proposal basis of estimate
* Ability to obtain a DOD issued Secret Security Clearance
Desired Skills:
* ASQ Certified Quality Engineer or other ASQ certification
* Level 5 Mission Assurance Certification (Internal Candidates)
* CAM certification/strong understanding of program financial practices (EAC)
Required Education (including Major):
* B.S. Engineering, Science, Mathematics, Computer Science or Quality Assurance or other technical related degree
