Manages the planning and execution of regional work plans with substation planners as direct reports.
The position oversees the entire west region, however the home reporting office can be at any of the regional barns including Aurora, Crystal Lake, Elgin, Rockford or Dixon.
PRIMARY PURPOSE OF POSITION
Develop, lead and/or support the implementation and execution of work plans, operational goals and business initiatives as required. Monitor monthly results.
Maintain active involvement in the operations organization as required to maintain a high performance organization, reliable delivery services, and optimize the practices, policies, procedures and programs to operate the transmission and distribution systems in a safe, reliable and efficient manner with the welfare of employees, customers, the public and shareholders in mind.
Responsible for the continuous assessment of the organization in the areas of productivity, resource utilization, labor strategy, adherence to standards and work practices, implementation of root cause investigation corrective actions, and performance indicator analysis. Identifies performance gaps and develops appropriate programs to achieve best in class status. Provide leadership to develop, coordinate and implement strategic initiatives to achieve top quartile performance. This may include leading and/or managing work teams in support of work plans, operational goals, business initiatives and financial results.
May develop and monitor consistency of labor strategies involving employees covered under a collective bargaining agreement.
Support management in the implementation of plans to achieve business goals, savings targets, and the rollout of supporting employee programs.
May lead and support development of 5-year long-range plan, detailed budgets, work plans, financial forecasts and funding opportunities / savings.
May lead and support compliance commitments with external regulatory agencies.
This position will maintain an on-going interface with various organizations and regional groups in areas such as decision analysis, technical needs, planning and execution of special projects. Maintain and apply a working knowledge of the Exelon Management Model for business controls and meet managements expectation for conducting effective business.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES

* KPI Performance Management - Identifies performance gaps resulting from Root Cause Investigations and Utility Best Practices. Develops appropriate performance improvement plans and monitors execution to assure the highest levels of customer service and to achieve Exelons safety, reliability and performance goals.
* Financial Oversees the development, monitors and analyzes the Departmental budgets and work plans. Provides guidance in work activities directed at achievement of business plans and objectives. Manages and adjusts departmental spending to achieve capital and maintenance targets.
* Technical - Provides field technical support in the area of electric substation relay (testing) and/or mechanical systems to develop solutions for corrective and preventive maintenance, equipment replacement and new construction activities. Investigates, analyzes, and reports on system operation events and develops corrective measures in coordination with T&S engineering.
* Work Management Alignment Performs work prioritization, process adherence and resource allocation functions. Assists with the prioritization of corrective, preventative and predictive maintenance tasks and projects for electric substation relay (testing) and/or mechanical disciplines. Executes work in accordance with EED Work Management policies, programs and processes.
* Labor Relations - Guides work activities within the framework of the Collective Bargaining Agreement and resolves contractual concerns. Facilitates grievance resolution with local union representatives. Develops and maintains an environment that fosters a high performance culture and a learning organization. Coordinates training and development activities.
Position Scope:
Responsible for the continuous assessment and development of initiatives for the Operations organization in the areas of productivity, resource utilization, labor strategy, adherence to standards and work practices, implementation of root cause analysis corrective actions and key performance indicator analysis.
Monitors and performs gap analysis on the planning, implementation and execution of maintenance and reliability programs.
Monitor consistency of labor strategies involving employees covered under the collective Bargaining Agreement.
Support Operations in the management of the operating budget and work plans
Support Operations in emergency response to restore continuity of service to customers by serving in various Storm Restoration Plan roles requiring on-call responsibilities.
The job requires daily interface with Senior Leadership within Operations. The ability to work independently is considerable, and requires scheduling activities with varying levels of management, developing and coordinating the Operations financial prioritizations and business results processes, major initiatives for employee programs, and developing critical contacts within Operations, as well as a variety of external organizations and consultants. Expectation is to make key decisions affecting the performance reporting, savings tracking, and employee activities. The position is highly visible and the ability to influence and build relationships across the organization, into the work force, and among the leadership team is critical.
Qualifications
MINIMUM QUALIFICATIONS
* Bachelors Degree and 8-10 years of experience in various engineering, construction or operating assignments, or 12-14 years of industry experience without a degree.
* Financial and budgeting knowledge.
* Demonstrated knowledge and understanding of electric distribution and/or transmission systems.
* Management skills including decisiveness, judgment, negotiation, motivation, and innovation.
* Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change.
* Demonstrated ability to develop and implement process enhancements and efficiencies including new technology.
* Demonstrated business acumen, customer awareness and ability to create value.
PREFERRED QUALIFICATIONS
* Graduate Degree or Graduate level work in Engineering, Business Administration or related field is desirable.
* Demonstrated ability to lead teams that result in performance improvements in safety, productivity, customer relations and reliability.
* Knowledge of collective bargaining agreements.
* Project Management experience.
* Experience in budget development.
* Demonstrated commitment to harness the strengths of individual differences for the common good of the corporation and its employees.
