The Proposal Process Manager will be responsible for the planning and oversight of proposal projects during the production phase. They must ensure bids are submitted timely and compliant. Primary duties may include:
Manage the full-lifecycle of the proposal production process for RFPs/RFIs and survey projects.
Develop and maintain a comprehensive project schedule and monitor progress and set deadlines.
Identify and manage potential risks and develop a mitigation plan.
Review and understand the RFP requirements and specific submission instructions.
Manage collection and tracking of attachments to support the bid
Manage cross-functional resources and assemble internal and external SMEs.
Perform quality control on documentation throughout the development of the bid to maintain the standards and compliance.
Conduct weekly meetings with the project team and business partners. Record and distribute notes & action items for meetings.
Create and distribute weekly Executive reports to include open issues, project schedule updates, and RAG status.
Responsible for the coordination of printer, graphics, and writers.
Coordinate compliant shipment/delivery with support staff
Set up SharePoint sites for the opportunitys specific needs
Conduct white-glove reviews (book check) for submissions to ensure compliance and quality.
Responsible for collecting and developing a report on lessons learned at the completion of every opportunity. Develop and maintain opportunity close out reports.
Mentor production specialist team members

Qualifications

Requires a BA/BS degree in a related field; 7 years of proposal related experience including 5 or more years of experience in the health insurance industry; or any combination of education and experience, which would provide an equivalent background. Ability to travel may be required.

Preferred qualifications include:
Medicaid industry experience
Proposal experience and/or project management.
Association of Proposal Management Professional (APMP) membership and certification
Project Management Professional (PMP) certification
Experience in SharePoint
Microsoft Project and Quavidian
MBA preferred
