Manager, Quality Assurance

We are a growing organization seeking a talented Quality Assurance Manager to join our team as pivotal member that would play a key role here at PBF Energy.

The Quality Assurance Managers primary responsibilities are development and deployment of technical resources in support of the site business objectives relative to product quality, including effective management of the quality control testing for finished products and intermediate streams, and continuous improvement of quality management systems consistent with corporate, regulatory, and industry standards

PRINCIPLE RESPONSIBILITIES:

* Ensures that safety remains the top priority above all else by and strives for Goal Zero
* Engaging the entire department through participatory efforts, such as daily safety huddles, holding Hazard Mapping and area clean-up sessions, and improving repair turnaround times for safety checklist items.
* Promoting compliance with all HSSE requirements.

Has responsibility for:

* Analytical equipment (including capital planning for replacement) and respective methods for the main laboratories and all refinery field labs.
* Performance and effective use of the LIMS and chromatography software within the Quality Assurance Department, as well as all Production departments
* Compliance assistance within Martinez for CARB gasoline and diesel, EPA gasoline, and JP-8. Works with Fuels Product Management to ensure correct procedures are in place per EPA requirements.
* Change management for product and intermediate stream specification changes.
* Management of departmental, capital, and maintenance project budgets.
* Maintenance of all records systems for the Quality Assurance Department.
* Professional development of all Quality Assurance Department personnel.
* Assisting the Quality Assurance Team Leader to lead the Community Sampling Team, ensuring that the team is trained, has the requisite equipment needed, and the teams role is current in the in the refinery emergency response procedures/plans.
* Optimizing the sample load by working with Production departments to ensure only necessary testing is performed.

Ensures that all laboratory quality management systems are current, evergreen, functional, and continuously improving. These include:

* Statistical Quality Control
* Instrument calibrations/preventive maintenance
* Procedures, methods, work instructions, and sample cylinder inspections.
* Round robin programs.
* Training as to initial and requisite periodic training, and respective documentation.
* Audits of Quality Assurance Laboratory (refinery internal, corporate, and outside agency).
* Quality Assurance executed audits of local contract laboratories.
* Maintaining the Business Continuity and Disaster Recovery Plans.

Is the Product Quality Focal Point for Martinez Refinery:

* Leads the Product Quality Steering Team to embed global product quality policies and standards site-wide and improve product quality management systems.
* Works with refinery managers to drive product quality management focus, principles, and practices into the organizations, and provide mentoring as required.
* Works jointly with Logistics to improve product release protocol.
* Reviews all management of change activities related to new, unusual, or temporary refinery operating conditions that may affect product quality.
* Ensures proper investigations are completed for product quality incidents.
* Is responsible for change management for product and intermediate stream specification changes
* Assists the Quality Assurance Team Leader in leading the Community Sampling Team, ensuring that the team is trained, has the requisite equipment needed, and the teams role is current in the in the refinery emergency response procedures/plans.

Additional Comments:

* The Quality Assurance Department supports a number of Production and Technical departments refinery wide, so knowledge of these relationships is extremely important. Examples where Quality Assurance Department derived data and/or personnel are used include participation in ESP, CCD, MTA, Advisor/SHARE, PI, Raddical, SAP, and LIMS.

QUALIFICATIONS:

* A BA/BS in Chemistry, Engineering or similar field.
* Minimum 10 years of refinery experience or other similar experience.
* Excellent understanding and experience with laboratory quality management systems including Statistical Quality Control.
* The ability to challenge and coordinate many activities of personnel in several departments.
* Excellent judgment to make proper decisions quickly.
* The ability to lead and motivate employees effectively and to delegate appropriately for a given situation.
* Good working knowledge of refinery operations, and how the Quality Assurance Department supports the Production and Technical departments.
