This position is responsible for supporting technical sourcing, negotiating, buying and managing a wide range of purchase requisitions in direct support of engineering and other internal organizations in a compliant manner aligned with internal policies and procedures.

Responsibilities:

* Issue requests for quotes/proposals (RFQ/RFP) and select best source consistent with cost, quality and delivery requirements for electronic, mechanical, optical, electro-mechanical and contract manufacturing;
* Negotiate prices and terms with suppliers;
* Monitor dynamically changing requirements, placing and changing orders as required to meet demand schedule.
* Track and communicate material status to direct engineering planning need date.
* Follow through on action items to align schedule.
* Act as liaison between suppliers and involved departments to resolve procurement related problems.
* Monitor supplier performance and take corrective action as necessary.
* Update purchase orders as required to ensure system accuracy.
* Verifies and approves payment of invoices for orders received as required with accounts payable driving resolution of issues.
* Assess change needs, impacts, and stakeholder management activities and support change management integration activities.
* Work directly with Engineering to achieve on time/on budget material goals.
* Communicate regularly with leadership regarding current issues.
* Interact with senior internal and external personnel on significant matters often requiring coordination between organizations.
* Achieve cost saving initiatives and continuous improvement goals/projects.
* Understand and develop a total cost of ownership evaluations for materials and review and evaluate best possible value of materials from outside sources.
* Develop a strong Supplier Management culture holding suppliers accountable to required performance levels while managing the changes needed to drive improved supplier performance.
* Confer with suppliers and analyze supplier's operations to determine factors that affect service, quality, cost, and meeting schedule requirements.
* Plan and direct external supplier competition with Engineering and Program Management through supplier evaluation and selection, adhering to fair and equitable procurement practices with direct line to corporate strategies.
* Compile information to keep informed on market trends and manufacturing processes.
* Recommends suppliers to be added or removed from the approved vendor list.
* Develops category strategies with knowledge of product market trends.
* Be responsible for product market knowledge for various categories.
* Conduct Supply risk mitigation analysis and develop contingency plans.
* Support overall objectives and long range goals of the organization.

Compliance:

* Maintain compliance with procurement goals and key performance Indicators (KPI's)
* Always perform Procurement activities with the highest ethical standards consistent with company policies and requirements.
* Ensure complete flow-down of customer contractual requirements.
* Maintain compliance to procurement policy & procedures.

Education and Experience:

* BA or BS in Materials Management, Procurement, Business Administration, Operations Planning or a related field.
* A minimum 1-3 years' relevant technical procurement experience.
* Ability to read and understand engineering component and assembly drawings.
* Ability to manage multiple priorities in a fast paced, change environment required.

Preferred skills:

* Buying experience with electronic, mechanical, optical and electro-mechanical components.
* Experience with electronics, mechanical, optics and contract manufacturing procurement preferred.
* Operational and functional understanding of MRP within an ERP system formal, Deltek/SAP preferred.
* Experience with Federal Government procurement requirements (ITAR and FAR/DFAR requirements)
* Experience with developing RFQ/RFP, negotiations, contracts, preparing financial analysis, material acquisition, expediting and coordination of shipping arrangements.
* Proficient with all Microsoft Office tools (especially Excel).
* Motivated and disciplined with a strong desire to succeed, learn, and drive positive change.
* Good oral and written communications, math skills, ability to multi task.
* Demonstrated background of initiative, achievements, and professionalism.
* Proficient with time management.
* Detail oriented and organized.
