Space Based Infrared System (SBIRS) Operations Development (Ops Dev) is a hardware and software system performing production and certification milestones for operational fielding to the U.S. Air Force. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions in support of the Ops Dev Program Manager.

This position will be located in Boulder, CO and will report to the SBIRS Ops Dev Program Manager

Deputy Program Manager primary responsibilities include, but are not limited to:

* Performing key elements of Program Management, CAM/EV, and Functional Management.
* Interface with external customer on a daily basis and providing direction to program leads as needed.
* Preparing and reporting IPRS and other status at bi-weekly meetings with OU and Division leadership.
* Planning, organizing, staffing, reporting, coordination, identifying/mitigating risk, and supporting all phases of a development program from inception, certification through completion.
* Preparation of cost estimates, business plans, work statements and specifications, operating budgets and financial terms and conditions of contracts.
* Assisting in engineering review boards, risk management board and other program sign-offs and approvals.
* Managing stakeholders and resolve competing needs, to include clients, subcontractors, and internal participants.
* Managing and reporting on project status, customer satisfaction, submission of CDRLs and risks, using earned value, integrated master schedule, integrated master plan, and similar techniques and tools.
* Supporting/managing proposal efforts, and contributing to department proposals.
* Managing project staff to ensure successful project performance as the program transitions phases of delivery.

Qualification

Basic Qualifications:

Bachelor rsquo;s degree and 5 years of technical experience or 3 years of experience and a Master rsquo;s degree

Ability to manage external customers and internal functional teams through all aspects of engineering, development, hardware fabrication and testing of composite structures

Ability to utilize excellent decision making and risk management skills to create profit and meet schedule

Experience with leadership, coaching and building effective teams

Action oriented; driven by measurable results

Demonstrated effective external and internal communication and presentation skills

Must have an active Secret clearance with the ability to obtain a Top Secret clearance

Preferred Qualifications:

3 years of Program Management experience, overseeing technical and financial aspects for software and hardware development programs

Experience with development, and operations amp; maintenance (O amp;M) programs preferred

PM experience in a subcontractor role highly desired

PM experience managing subcontractors highly desired

Experience with growing existing business and/or new business with current customers.

Demonstrated financial management skills including: development and control of program budgets, schedules, risk management, EAC rsquo;s and the ability to recognize and capture program changes.

Salary Minimum: $117,216

Salary Maximum: $175,824
