The Undersea Systems business unit is the center of excellence for complex, unmanned systems and solutions across the maritime environment. The business unit is seeking candidates for a Deputy Program Manager in the Special Defense Operating Unit (OU).
Deputy Program Manager (DPM) responsibilities include day-to-day execution of a large $200+M program. This position requires a leader who has demonstrated his/her ability to manage program execution, shape customer needs, and establish and develop existing and new customer relationships in this domain area. Additionally, the selected candidate will be responsible for allocation of program space, execution of program security requirements, promoting professional development of program personnel, and ensuring the rigor of program execution. Must be perceived as a thought leader by peers and the customer community.
The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.
Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
- Cultivating customer relationships and intimacy to develop further opportunities within the customer community
- Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
- Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations organizations
- Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
- Measuring and reporting program performance using Earned Value
- Delivering presentations to customers, executive management and other program stakeholders
- Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
- Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
- Creation, review and finalization of the program Statement of Work
- Identification, distribution, tracking, and completion of program requirements
- Establishment and management of the program and subordinate baselines
- Development and adherence to budget baselines utilizing Earned Value Management (EVM) cost amp; schedule control methodology
- Identifying, allocating and managing program resources, including workforce planning
- Managing Government/customer supplied property or information (GFE, CFE, etc.)
- Managing suppliers to meet program objectives
- Adherence to all internal processes, policies, and applicable industry standards
- Ensuring program team understands and adheres to contract scope, and manages change through control board activities
- Development and adherence to master plans and schedules
- Conducting thorough risk amp; opportunity management practices including identification, mitigation and realization
Qualification
Basic Qualifications:
Bachelors degree and 9 years of relevant complex system design/integration experience; Masters and 7 years experience.
Working and management in a national or global program development with multiple organizational collaboration requiring remote management and use of distributed collaboration tools and systems.
4 years of prior experience in Program Management and/or Engineering and/or Operations Program Management.
System design experience or management of difficult efforts.
EVMS and planning for a development system. One year of EVMS CAM experience.
Risk and Opportunity Management
Excellent verbal and written communication skills.
Attention to detail coupled with the ability to work with minimal supervision.
Proposal management for both the management and technical volumes
Travel (25%) required for managing work at multiple NG sites, vendor coordination, testing, and key meetings
Must be able to work under pressure with multiple deadlines.
Good analytical skills.
Current TS/SCI with active CI poly.
Preferred Qualifications:
Bachelors degree in Engineering or related discipline.
Familiarity and implementation of Agile program management
Management of business development activities using NCTA funding.
Experience with the AOP and IF processes.
Familiarity with maritime, undersea, or Sierra program technologies.
5-8 years experience in project leadership/ management.
