Job Description

Raytheon Intelligence and Space (RIS) has an opening for a Contracts Manager. The Contracts Manager in this role will be responsible for the management and administration of a diverse portfolio of contracts. The primary customers are the US Government including the IC, DOD, US FedCiv and domestic commercial entities. New Contracts Managers can expect to be engaged in a broad range of activities, including management of complex developmental contracts to pursuit related activities in support of Cybersecurity, Training and Services (CTS) organization.

Responsibilities include, but are not limited to:

* Participate in and/or conduct front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration and customer contact activities to provide for proper contract acquisition.
* Provide support to senior organization regarding contractual and business issues.
* Provide strategic leadership to develop innovative contracting solutions to meet program and business area objectives.
* Draft, review and negotiate various contracts to ensure compliance with internal policies and procedures.
* Summarize contract issues, research compliance matters, interpret regulations, identify risks, and formulate recommendations.
* Act as the primary interface with customers during proposal phase, negotiations, and contract performance.
* Negotiate sound business deals with customers and provide governance to the program team carrying out the terms and scope of the contract.
* Work well as a member of the cross business team (CBT), and foster teamwork with both external and internal customers.
* Handle several assignments concurrently while maintaining schedule deadlines.
* Manage relationships with a variety of US Government and commercial customers.
* Act as a key player in solving problems, developing solutions, and assisting the business to achieve financial and performance goals and objectives.

Required Skills:

* Minimum 8 years of experience in the field of Contract Management, Negotiations, Finance, Supply Chain, Program Management or related fields.
* Knowledge of, and experience with, various types of contracts (e.g. Cost Reimbursement, FFP, T&M, IDIQ, etc.), NDAs, SOWs, Teaming Agreements and other commercial agreements etc.
* Leadership skills to include strategic thinking, customer focus, performance and results orientation, innovation, and influential communication.
* Demonstrated ability to effectively prioritize actions, experience working in a fast-paced environment.
* Demonstrated ability to develop effective relationships with customers and internal partners based on understanding and trust.
* Demonstrated experience with customer relationship management
* Proven record of responsiveness with strong time management and organization skills
* Understand proposal cost structures, material estimates, development costs, performance requirements, delivery schedules, and terms and conditions for accuracy and completeness.
* Understand competitive procurements and support the development and preparation of high quality, complex proposals.
* Experience negotiating contract terms and conditions in a defense contractor environment.
* Strong knowledge of FAR/DFAR regulations and ability to apply them appropriately, with an understanding of standard Prime Contractor flow down provisions.
* Computer proficiency, experience in Microsoft Word, Excel, Power Point and shared data bases
* Active TS/SCI clearance

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Desired Skills:

* Experience with negotiation and administration of major contracts and/or subcontracts
* Experience managing development or service contracts
* Ability to understand the financial aspects of contracts such as rate structures, pricing strategies, incentives and risk quantification
* Experience with proposal preparation or negotiation experience
* Experience with US Government and US Prime Contractor customers in the acquisition and end-user communities and the Intelligence Community.
* Understanding Intellectual Property issues.

Required Education:

* BA/BS in Business, Finance or equivalent experience
