Northrop Grumman rsquo;s Defense Systems sector is looking for a Program Manager 3 to support the Civil amp; Health organization/business unit in the Baltimore, MD area.

The Program Manager 3 (PM3) will direct all phases of a large IT delivery program from inception through completion. The PM3 is responsible for the cost, schedule and technical performance of multiple subsystems which constitute a major program. The PM3 will participate in the negotiation of contract and contract changes. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establish design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. The PM3 will establish milestones and monitors adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.

The candidate will be in primary communication with the CMS project officer and/or GTL and will be responsible for the day-to-day operations of the project and the financial aspect of the contract. The Program Manager 3 will be responsible for timely completion of all tasks, financial management and reporting related to the program.

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.

Qualification

Basic Qualifications:

* Bachelor rsquo;s Degree and 10 years 39; experience or Master rsquo;s Degree and 8 years rsquo; experience supporting U.S. Government contracts and customers and/or project management in other industries
* Minimum of five (5) years project management experience overseeing large projects, budgets, and staff
* Experience managing both mainframe and cloud-based IT solutions
* Thorough understanding of Medicare Eligibility and Payment systems
* Program Management experience delivering projects gt;$8M/annually or with staff sizes (including subcontractors) of gt;40 personnel
* Experience delivering projects utilizing a SAFe methodology
* US Citizenship or Permanent Residency (Green Card holder) required in order to obtain and maintain Position of Public Trust clearance

Preferred Qualifications:

* Master rsquo;s Degree
* Project Management Profession (PMP) Certification
* Experience delivering systems in both Agile and Waterfall environments
* Experience working in a CMMI Level 3 or higher delivery environment
