Job Description

Purpose of Job

The Deputy Director, AVP, USAA Educational Foundation is responsible for leading a team that manages all aspects of operations (P&L; equivalent) for delivery of personal finance educational services and products for the entire Department of Defense (DoD) and Coast Guard, with a primary focus on assisting 875K currently serving 18 to 25-year-olds, and secondarily supporting 2.2M service members. Creates, develops, and sustains critical senior level relationships with the DoD, all Service Branches, other government entities (e.g., Veterans Administration, Federal Trade Commission), and alliances (e.g., Service Relief Societies). Decision authority for all aspects of operating the Foundation including strategic planning, business development, educational product management, product channel management, operations and digital delivery. Responsible for achieving the Foundations goals (e.g., integration into DoD courses, number of individuals reached, product development and products delivery, budget, marginal cost, etc.). Defines and executes strategies, tactics, and multi- year journeys. Executive Management Group level sponsor for all new product development and channel management designed for scaled digital delivery. Leverages resources in Communications, Legal, Procurement, and Information Technology to produce sector-leading educational offerings. Presents updates to the Foundations Board of Governors and its Executive Committee, Member Advisory Board, and other senior leaders as required.

Job Requirements

* Identifies and manages existing and emerging risks that stem from business activities and the job role.
* Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.
* Follows written risk and compliance policies and procedures for business activities.
* Accountable for all legal and regulatory compliance, governance, fiscal management, audit, and assessment of the Foundation and its day-to-day operations.
* Responsible for annual operating budget, all expenses, and third-party procurement activities.
* Responsible for adherence to all Federal and state laws and regulations governing private foundations including tax reporting requirements and ensures the Foundation operates at the highest level of compliance, integrity, and ethics.
* Defines the strategic roadmap for the educational offerings that include the subject matter content, format, and delivery channels. Demonstrates executive-level thought leadership in strategy development, innovative outreach and dissemination approaches, product development, and financial and operational planning.
* Provides metric-based performance reporting to senior management, documents the results and develops plans for reaching more members of the military and their families with high quality, accessible and useful personal finance education.
* Oversees all Foundation operations to ensure strategic plan expectations are achieved with effective reach to the currently serving military community.
* Manages plan for growing products through the creation and implementation of effective segmentation strategy and product lifecycle management.
* Responsible for overseeing development, operations and maintenance of 3 websites and 2 mobile applications.
* Responsible for all activities to expand the reach and impact of the Foundation to better serve the military community, including developing senior level executive relationships with the DoD, Service Branches and other Federal Government Agencies that result in agreements to provide educational services.
* Owns decision authority for executing product and emerging strategies including Build, Buy, and Ally evaluations for development of new products.
* Identifies potential distribution channels to reach the military community and uses executive influence to build trusting relationships with decision makers. Reviews and manages the educational product mix (feature/functionality) for appropriateness of resource investments, effectiveness, as well as efficiency of operations and technology delivery.
* Optimizes educational offerings to ensure Foundation program investments are maximized and tracked with marginal cost metrics.
* Leverages business agile and adaptive planning principles to continually prioritize highest value work, enabling trade-off decisions and efficiency. Identifies opportunities and facilitates major improvements to processes and systems to optimize efficiency.
* Using expert knowledge of legal, contractual, and tax considerations, manages multiple Contractual Relationships with Third-Parties engaged in the development/use of mobile applications, branding, digital video production, simulations, distribution and alliances.

Required:

* Bachelor's Degree
* 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree.
* 10 years of progressive experience developing strategies, managing major initiatives and delivering results.
* 5 years of experience in a leadership role for a large corporate or private foundation, or a significant public charity.
* 6 years of people leadership experience in building, managing and/or developing high-performing teams required.
* 5 years of active duty service as a military leader.
* 3 years of digital product development experience.
* Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals.
* Executive-level business acumen in the areas of business operations and military procedures, with the ability to form strong relationships with senior level Government officials.
* Knowledge of nonprofit laws, regulations, and tax reporting requirements.
* Ability to lead the creation of websites and mobile applications for digital delivery of educational products.

Preferred Requirements:

* Masters in Business Administration (MBA).
* Advanced Certifications in Nonprofit Management or Corporate Responsibility.
* 3 years leading an operating foundation or public charity that produces products or services, or functional roles supporting nonprofits.
* 2 years of Innovation experience or product management experience.
* 3 years of Executive Level Leadership.
* Experience with Risk/Compliance programs.
* Stellar interpersonal and relationship building skills; ability to command attention and respect of senior level leaders.
* Experience briefing to the highest level of corporate and national leadership to include Board of Directors, C-Suite, governmental and DoD senior leadership, etc.
* Ability to undertake a significant amount of domestic travel (~30% time).
