Job Description

GDIT is currently seeking a Senior Program Manager in Bethesda, MD to lead our Network Services team. In this role you will be responsible for managing a team of 65+ Network Engineers, Cyber Security Engineers, and program support staff at the National Institutes of Health (NIH). The team is responsible for the architecture, engineering, and day to day operations for NIH's network. We are seeking a proactive, customer service minded leader to deliver innovative solutions and measurable results. The Network Services team promotes cohesiveness and team work; and this position will require the ability to exemplify and incorporate this culture of behavior.

RESPONSIBILITIES
* Provide overall Program Management and the delivery of all contract tasks and artifacts, ensuring that agreed service levels are met, all relevant procedures are adhered to, and all documentation is actively managed
* Manage the activities of the IT network infrastructure support teams for architecture, engineering, infrastructure operations and project needs
* Work closely with departmental managers to determine the maintenance and growth needs of the network
* Develop and maintain service and process improvements, e.g. ITIL or other service delivery frameworks, for team service delivery.
* Develop and implement communication and reporting mechanisms to manage issues, risks and timely delivery of initiative results.
* Respond to concerns from Stakeholders; coordinate implementation of new operational policies and procedures throughout the Network
* Responsible ensuring all employees are receiving the necessary training and leadership within each of the IT units and supervising management and their performance records
* Provide annual budgetary information; administer budgets expenditures throughout the year to the approved budget plan.
* Develop and maintain network Disaster Recovery and Business Availability programs.
* Design and verify effectiveness of data protection controls and user access to functionality within various clinical and business applications in conjunction with the Manager of IT Security.

QUALIFICATIONS

Required Skills and Experience:
* Bachelors degree and 15+ years experience or equivalent combination of education and experience (of which 10 years should be specialized to include project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
* 5+ years management experience in a complex IT environment.
* PMP certification or ability to obtain within 6 months
* Strong understanding of Network Engineering (to include how to best manage routers, switches, firewalls, etc)
* Experience in managing a wide range of technical and functional resources; Senior architects, Network Engineers, Project Managers, and other program support resources
* Experience managing government contracts, to include people management (employees and subcontractors), profit and loss, and customer satisfaction
* Experience bringing innovation and implementing new vision into an IT enterprise organization
* Ability to obtain a Public Trust

Desired Skills and Experience:
* PMP Certification
* ITIL v3 Foundations
* Experience in technology or information security aspect of Cisco, and other network technology
* NIH experience
